Summary of Moving Services Request for Proposal

This is a Request for Proposal (RFP) issued by Charlevoix Public Schools for moving services related to the relocation of Charlevoix Elementary School. The proposal was issued on September 26, 2019, with a closing date of October 15, 2019, at 2:00 p.m., and submissions were to be directed to Mike Ritter at the district office in Charlevoix, Michigan. The scope of work encompasses comprehensive moving services across three phases scheduled for November 22-23, December 13-14, and December 20-21, with the objective of moving 50 percent of classroom materials in Phase 1, 90 percent in Phase 2, and completing the full transition by Phase 3. Services include the transportation of 17 shelving units of books and 29 rolling library stacks, music equipment, athletic and gym equipment, art and kiln room supplies, cleaning equipment and supplies, kitchen equipment and supplies, and all non-classroom spaces and materials. A mandatory walk-through site visit was required for all bidders, with failure to attend constituting a declination of the bidding opportunity. The district reserved the right to select the vendor based on factors beyond price alone, emphasizing best value determination.

Bidders were required to submit lump sum proposals with detailed cost breakdowns itemizing supervision, manpower and crew rates, trucking, equipment, and other necessary items. Full-time on-site supervision with a minimum of one supervisor and one foreperson per team was mandated, along with provision of all equipment necessary for moving operations and protection of building finishes. The mover was responsible for repairing any damage to door frames, walls, floors, or cabinets incurred during the moving process, with the construction manager documenting pre-move conditions through photography. Exclusions specified that the owner would handle computer, copier, printer, and phone relocation, would provide packing supplies, and would supply dumpsters. The RFP requested certificates of insurance and daily or hourly rate pricing for movers and equipment on-site. No overtime charges would be approved as an additional cost, and all moving activities were required to be completed within the specified time windows.
