About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to provide comprehensive services for a radio/telephone solution at Kadena Air Base and Fukuoka ATMC. The key services required include a kick-off meeting, design review, equipment installation, system optimization, testing, and training. The contractor, Motorola Solutions, is responsible for managing the overall project, installing and testing the equipment, and providing system documentation. Kadena Air Base has several responsibilities such as providing site access, obtaining necessary approvals and permits, and furnishing power, connectivity, and training facilities.
The related federal contract opportunity is a notice of intent to award a sole source procurement action to Motorola Solutions for Motorola communication consoles. This is due to Motorola being the sole installer for their equipment, and the desire to avoid substantial duplication of costs that would result from awarding to another source. The Department of the Air Force Pacific Air Forces is the federal agency involved in this procurement.

Text version
Statement of Work The contractor is providing comprehensive services for the proposed radio/telephone solution at Kadena AB/Fukuoka ATMC. Services will consist of a kick-off meeting, design review, planning, installation, system set-up, testing, cut-over and training.
Kick-off Meeting The contractor will conduct a project kick-off meeting following the contract award. The purpose of this meeting is to introduce the project team members, discuss the scope requirements, approach, and responsibilities to ensure a common understanding, and prioritize the next steps for the project.
Design Review During the Design Review, the contractor will review the proposed design, the installation approach, and present an installation plan and schedule for review and acceptance.
Equipment Order and Shipment Upon Kadena AB’s approval of the final system configuration and installation plan, the contractor will ship all equipment to the Government approved location.
Before system installation begins, an in-field inventory is conducted. This inventory is done in conjunction with Kadena AB and the installation team. This inventory includes any required action to locate, repair, or replace any damaged or missing equipment.
Equipment Installation The contractor will work closely with the government’s Point of Contact (POC) to schedule the installation of the equipment at the designated locations in order to minimize the impact on the current system operations.
Optimization and Operational Readiness After the system equipment is installed, Motorola Solutions will perform final system optimization and configuration. This ensures the system is ready for training and ultimately the final system acceptance testing. Training: Upon completion of the optimization and operational readiness phase, system administrators and operators training will be conducted. This will be “hands-on” and performed on the system being provided at the Kadena AB facility.
System Testing The contractor and Kadena AB will jointly develop and approve a Functional Acceptance Test Plan (FATP) after contract award and prior to system implementation. The FATP is executed at the completion of the optimization process. It is anticipated that an authorized representative of Kadena AB will be present during the testing period to witness each of the acceptance action items. Once testing is complete, The contractor will provide the POC with the sign-off form for final system acceptance.
An experienced Program Manager (PM) will be assigned to this project to provide Kadena AB with a single POC and to ensure a successful implementation of the aforementioned services. The PM, with the input of Kadena AB, develops the implementation plan used to schedule all project activities. The resulting schedule is closely monitored by the PM to measure implementation progress against specific milestones within the plan. Close oversight allows the PM to keep the Government updated through the entire implementation.
