Statement of Work (SOW)

Warranty for Motorola APX 8000 radios.

1.0 Background

The Department of Homeland Security (DHS), Office of Inspector General (OIG) has a statutory obligation to conduct and supervise independent audits, investigations, and inspections of the programs and operations of DHS, and recommends ways for DHS to carry out its responsibilities in the most effective, efficient, and economical manner possible. We also seek to deter, identify and address fraud, abuse, mismanagement, and waste of taxpayer funds invested in Homeland Security. As part of that mandate, the DHS OIG, Office of Investigations is comprised of a group of highly skilled federal law enforcement professionals who conduct a full range of investigative activities and are authorized by law to carry firearms, make arrests, seek, and execute warrants in the performance of their law enforcement duties.

In 2017, the Office of Investigations (INV), acquired 200 Motorola handheld radios, model APX8000. These radios provide tactical communications for OIG law enforcement officers and as such, are a crucial link during law enforcement operations between team members, other law enforcement partners, and the National Law Enforcement Communications Center. The original contract for these radios included service and support but those services concluded at the end of the previous contract’s period of performance. The OIG is now seeking to acquire essential repair and accidental damage warranty services. This acquisition will allow for the repair and preventative maintenance for these handheld radios.

2.0 Objectives

This proposal seeks technical support as well as hardware repair with coverage for accidental damage of the Motorola

APX8000 handheld radios.

2.1 Contract Type

This contract will be a Firm Fixed Price contract.

2.2 Place of Performance

2.2.1 The service is to be performed at a Motorola Solutions Federal Technical Center, within commuting distance (less than 50 miles) from DHS OIG Headquarters in Washington, DC.

2.3 Period of Performance

The Period of Performance for this contract will be as a base period for one year starting the date of the contract award, with four option years.

3.0 Requirements

Essential to criminal investigations is the ability of the OIG’s Special Agents to communicate during routine and critical law enforcement incidents. To ensure uninterrupted radio communications, the DHS OIG requires that the agency’s radios receive preventative maintenance to lessen the possibility of a malfunction or device inoperability and to increase communications reliability. To this end, the devices must be routinely serviced and this service must include firmware updates, remediation of any manufacturer defects, and the repair any issues caused by normal wear and tear. The radios must also be repaired when a radio is damaged as a result of an accidents. The DHS also requires that Motorola or their authorized representative provide technical support as required.

3.1 Specifications

3.1.1 Hardware Repair & Accidental Damage

The DHS-OIG has a requirement for Motorola APX8000 handheld radio Hardware Repair with Accidental Damage, which will provide repair services for user radios damaged by accidents, manufacturing defects, and normal wear and tear. This coverage includes liquid damage, accidental display breakage, broken housing, damaged buttons, or damage to other components that are integral to the user radio. This service must adhere to a proven process of analysis and restoration, and the work must be backed by, at a minimum, a 90-day warranty. The OIG radios covered under this service must also receive higher service priority at the repair depot, which must result in faster repair times. This service needs to be performed at

Motorola Solutions authorized federal support center within 50 miles of DHS OIG headquarters, which is located in

Washington, DC, for the length of the contract. Motorola or the authorized representative must repair and test all damaged components and restore the DHS OIG radio to original factory specifications. Repair must include updating the radio’s

Operating System (OS) software to the latest version supported by the DHS OIG owned APX8000 radios. The support will cover the following APX serial numbers:
