JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR
Part 2) UP TO SAT (See FAR 13.106-1)
Date: _01/18/2023_______________________
PR Number: __0040606613_______________________
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Mount Rainier National Park is seeking approval to acquire a Wheeled Instrumentation Sensor Package (WISP) with High Efficiency Trail Assessment Process (HETAP). The Architectural Barriers Act Accessibility Guidelines for Outdoor Developed Areas (ABAG) are now the law for Federal Lands as of November 26, 2013. Defined in the new law are trailhead signage requirements to display data that needs to be collected for each Outdoor Developed Area. High Efficiency Trail Assessment Process (HETAP) is the only automated assessment process that processes the required data to meet the new guidelines for trailhead signs. The automated assessment process allows for a single person to be able to collect data quickly and accurately, and thus eliminating a costly time-consuming process. The anticipated cost of the WISP with HETAP is $12,120.00
2. Sole Source Justification rationale (Check one and explain below):
__X____ Only one responsible source.
______ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
______ Other _____________________________________________________
Explain:
Determination for selection of this source was derived from consultation with industry professionals, including Quinn Brett, the National Park Service Program Analyst for Wilderness: Accessibility:
Conservation and Outdoor Recreation Programs. The WISP w/ HETAP is a proprietary instrument and software of Beneficial Designs, Inc. Beneficial Designs, Inc. is currently the only company that offers an automated assessment tool to collect and process data for ABAG requirements.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Until other companies begin to develop their own proprietary software and instruments for automated assessment of trails, barriers to competition will exist. Mount Rainier will continue to consult industry professionals, accessibility subject matter experts, and the broader trails community to ensure knowledge of competitive alternatives for future acquisitions.
