About this file
This is a Notice of Intended Decision for a sole source procurement issued by the Brevard County Board of County Commissioners in Florida for detention door access control system services. The procurement seeks installation, maintenance, and ongoing technical support for the MTI (Detention Door Access Control) system and related cell door, door frame, and locking systems at the County Jail and courthouses. The notice was posted on April 1, 2026, at 12:00 p.m., with a response deadline of April 6, 2026, at 12:00 p.m. for any respondents who believe they can meet or exceed the stated requirements. Interested parties must submit convincing technical data to support their position. The contact for inquiries is Heather Riley at 321-617-7390 or heather.riley@brevardfl.gov.
Montgomery Technology Systems, LLC (MTS) has been identified as the sole source provider based on MTI's requirement that all products be distributed exclusively through certified integrators with demonstrated quality service records. MTS is the incumbent vendor, having been awarded the original contract position for the existing electronic door controls at the County Jail under Bid 8-6-22-70. The estimated annual acquisition value is $1,000,000.00. The procurement is authorized under Brevard County Policy BCC-25 and Florida Statutes section 287.057(5)(3)(c), with approval authority vested in the Board of County Commissioners due to the contract value exceeding $200,000. The county reserves the right to cancel this notice and proceed with formal solicitation if comparable alternatives are demonstrated. This procurement is not designated as a set-aside for disadvantaged enterprises or other protected categories.
