About this file

This is a Single Source Justification and Approval Form submitted by Brevard County Board of County Commissioners, Purchasing Services Department, dated March 6, 2026, for Montgomery Technology Systems, LLC (MTS). The County is requesting sole source procurement authorization for detention door access control system services and cell door, door frame, and locking system services at the County Jail and courthouses. The services include installation, maintenance, and support for the MTI (Detention Door Access Control) system. MTS is identified as the only certified MTI integrator in Florida and was the awarded contractor for the existing electronic door controls at the County Jail under Bid 8-6-22-70. No formal bidding process, site visits, or bidders' conferences are mentioned in the justification, as this is a sole source procurement request that exempts formal competition.

The estimated annual purchase amount is $1,000,000.00 for one-time acquisition. The justification asserts that MTS is the sole source provider based on MTI's requirement that all products be distributed exclusively through certified integrators with demonstrated quality service records, and that MTS's existing familiarity with the County Jail's current electronic door control systems makes continued engagement more cost-effective than engaging other providers. The form identifies this procurement as meeting multiple exemption criteria, including that the equipment and services are specialized and non-interchangeable with other manufacturers' products, and that standardization with existing systems is required. Approval authority for this procurement falls to the Board of County Commissioners given the contract value exceeds $200,000.
