About this file
This is a Department of the Air Force Justification and Authorization (J&A) document for a sole-source procurement under 10 U.S.C. 3204(a)(1) (only one responsible source available). The requesting agency is the 319 Civil Engineering Squadron at Grand Forks Air Force Base, North Dakota, with the 319 Contracting Squadron executing the procurement. The contract is a Firm-Fixed-Price purchase order valued under $10 million, certified and approved by Contracting Officer TSgt Trenton Cott on 8 September 2026.
The procurement is for a technology refresh of the existing Monaco D-21 Alarm Reporting and Rapid Emergency Notification System, to be acquired as a standalone contract separate from the current preventative maintenance services agreement. The requirement includes Equipment (CLIN 0001): four replacement Windows 11-configured rack/tower server CPUs (Nodes S1, S2, S3, C1), one replacement View Generator CPU (Node V2), supporting peripherals (two 24-inch LED monitors, dual-monitor KVM extenders, 8-port KVM switch, and UPS backup units), proprietary D-21 V2 Alarm Reporting Software upgrade licenses with USB Keylok cryptographic licensing dongles, and estimated freight. Services (CLIN 0002) include on-site installation, database migration from the existing system to new CPUs, system performance validation, DISA STIG testing and hardening, and up to four hours of certified operator training. The estimated delivery and performance period is 360 days. The sole-source justification is based on two critical factors: physical hardware incompatibility preventing the current servers from running Windows 11, requiring a CPU "repair-by-replace" solution, and contractual scope boundaries that exclude full hardware replacement and next-generation software licensing from the active preventative maintenance contract. Monaco Enterprises, Inc. is identified as the Original Equipment Manufacturer and exclusive intellectual property owner of the D-21 V2 software and database configurations, with no authorized third-party providers available. A Notice of Intent to Sole Source will be published on SAM.gov per RFO 5.2, and future acquisitions will pursue competitive procurement once the D-21 system reaches end-of-life.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Requesting Agency: 319 Civil Engineering Squadron, 525 Tuskegee Amn Blvd, Grand Forks AFB ND 58205 Contracting Activity: 319 Contracting Squadron, 295 Steen Blvd. Bldg. 242, Grand Forks AFB, ND 58205
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This procurement is for a new, Firm-Fixed-Price (FFP) purchase order to upgrade the existing, proprietary Monaco D-21 Alarm Reporting and Rapid Emergency Notification System. The action will procure proprietary Windows 11 "repair by replace" server central processing units (CPUs), associated hardware, and D-21 V2 software licenses, including installation, migration, and validation services. This requirement must be acquired independently of the current base services contract due to the specialized nature and separate quote structure of the OEM technology refresh.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
This requirement is for a "repair-by-replace" tech refresh to migrate the base's active emergency dispatch system to a Windows 11 Risk Management Framework (RMF) compliant posture. The scope of work includes:
Equipment (CLIN 0001):
- Four (4) replacement rack/tower server CPUs configured with Windows 11 and RMF-ready software (Nodes S1, S2, S3, C1).
- One (1) replacement View Generator CPU (Node V2).
- Supporting technical peripherals: Two (2) 24" widescreen LED monitors, dual-monitor KVMA extenders, an 8-port KVM switch, and dedicated short-term Uninterruptible Power Supply (UPS) backup battery units.
- Proprietary D-21 V2 Alarm Reporting Software upgrade licenses and physical USB Keylok cryptographic licensing dongles.
- Estimated Freight.
Services (CLIN 0002): On-site installation, database migration (transferring GFAFB's active localized system database to the new CPUs), system performance validation, DISA STIG testing/hardening, and up to four (4) hours of certified operator training.
Estimated Delivery / Performance Period: 360 days
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Monaco Enterprises, Inc. is the Original Equipment Manufacturer (OEM) and sole software developer of the D-21 system. This upgrade is a mandatory Force Protection and Infrastructure Sustainment requirement.
This standalone sole-source procurement is technically and contractually required based on two distinct critical parameters:
Physical Hardware Incompatibility: A technical assessment confirmed that the current server hardware on-site at Grand Forks AFB physically cannot support or run the Windows 11 operating system, necessitating a physical CPU "repair-by-replace" to allow software migration.
Contractual Scope Boundaries: This requirement is entirely outside the scope of the active Monaco Preventative Maintenance (PM) services contract. The active PM contract's Performance Work Statement (PWS) is legally bounded to the support and maintenance of the existing Windows 10 D-21 environment and does not cover full hardware replacement or next-generation software software upgrade licensing.
March 2026 Page 3 of 3
Furthermore, Monaco has provided an official, manufacturer-signed Sole Source Memorandum certifying that they retain exclusive intellectual property and copyright ownership of the D-21 V2 software and database configurations. Monaco does not license or authorize any third-party providers to program, alter, or interface with active D-21 systems. Utilizing a non- OEM source would corrupt Grand Forks AFB's active emergency database, void all existing system warranties, and immediately invalidate the system's DoD Risk Management Framework (RMF) cybersecurity accreditation. Without this OEM-engineered upgrade, Grand Forks AFB accepts an immediate, high-level threat of catastrophic facility loss and compromised life safety due to system failure or network disconnection.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Market research was constrained due to the highly proprietary nature of the active, base-wide Monaco D-21 system. Because Monaco is the sole source for the proprietary software code and licensing, no other commercial vendors are capable of satisfying this requirement. To ensure compliance and transparency, the Government plans to publish a Notice of Intent to Sole Source (Synopsis) on the Government-wide Point of Entry (SAM.gov) in accordance with RFO 5.2. Any capability statements received from the public in response to this notice will be thoroughly evaluated by the engineering team, though no competing technical solutions are anticipated.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
The active preventative maintenance services contract was also sole sourced to Monaco Enterprises, Inc. as they continue to have proprietary rights to the software and equipment utilized in the D-21 Emergency Notification System at Grand Forks AFB. This demonstrates a clear precedent where critical base automated fire dispatch and emergency response networks are restricted to sole-source OEM awards due to baseline proprietary software architectures. Splitting this upgrade into a standalone contract is a direct operational necessity to preserve system integrity, as the active preventative maintenance contract cannot support next-generation software development or hardware replacements.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
Future acquisitions will be looked at as new requirements and market research will be conducted at that time to see if other sources are available to meet the Government's need. Once the D-21 Emergency Notification System currently in place has reached its useful life, the intent is to then competitively procure a new system to replace it.
