MoDOT Bulk Buy Dump Trucks RFP Summary

This Request for Proposal (RFP) is issued by the Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) to procure bulk buy dump trucks in both single axle and tandem axle configurations. MoDOT anticipates purchasing between 45 and 65 dump trucks total, with offerors capable of supplying up to a maximum of 85 units. All dump trucks must be delivered by December 31, 2027, with liquidated damages of $50.00 per day per item assessed for late deliveries. The RFP was issued on June 29, 2026, with a solicitation closing date of August 31, 2026 at 2:00 PM Central Time. The deadline for offerors to submit written questions was July 15, 2026, with an amendment addressing questions issued by July 22, 2026. No pre-bid conference or site tour is scheduled. The contract period commences from the fully executed agreement and extends through one year, with all deliverables subject to pre-delivery and post-delivery inspections at designated MoDOT district locations in Central, Southwest, Southeast, and St. Louis districts.

Offerors must submit pricing for base dump truck configurations and optional equipment in whole dollar increments, with evaluation based on a multiattribute scoring method consisting of experience and reliability (5 points), proposed method of performance including specification compliance, delivery requirements, and district location capabilities (55 points), and total cost (40 points). Offerors may utilize multiple chassis manufacturers and body builders to meet delivery timelines and may submit a single price for all configurations if applicable. All proposals must include completed compliance exhibits (Buy American certification and Anti-Discrimination Against Israel certification), engineering drawings with dimensional and weight specifications, references from similar contracts, and delivery schedules updated monthly. MoDOT reserves the right to make payments via electronic funds transfer and will withhold liquidated damages from invoices if delivery deadlines are not met. Offerors are not required to bid on both single axle and tandem axle trucks; however, those bidding must demonstrate capability to deliver trucks to all MoDOT districts and ideally maintain service locations within 100 miles of delivery points.
