About this file

This is a Fleet Change Log document supporting a Request for Proposal issued by the Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) for the procurement of bulk dump trucks. The solicitation seeks proposals from qualified vendors to supply between 45 and 65 dump trucks in both single axle and tandem axle configurations. All dump trucks must be delivered no later than December 31, 2027, and the contract period will commence upon full execution of the resulting agreement and continue for one year. Proposals will be accepted electronically through MissouriBUYS powered by MOVERS and by mail via USPS, UPS, or FedEx, provided vendors notify the buyer of record five calendar days before the solicitation closing date. Inquiries should be directed to Ashten Nichols at ashten.nichols@modot.mo.gov.

The Fleet Change Log documents specification modifications made to the dump truck requirements in this solicitation compared to the previous solicitation. Notable changes include the addition of stainless steel oil pan requirements in the engine section, expanded electrical upfitter circuits, frame hole punching or pre-drilling on all chassis regardless of selected options, and updated key provisioning to three sets per vehicle. Additional modifications address backup camera display mounting with pre-approval requirements, hydraulic function control valve specifications requiring sections for wing, scraper, pre-wet, and anti-ice/auxiliary functions regardless of selected options, underbody scraper pre-approval requirements, and moldboard minimum specifications. Front snowplow options now include removeable base angles as standard. The change log emphasizes that vendors bear sole responsibility for thoroughly reviewing all specifications to ensure compliance with MoDOT's complete requirements.
