The video wall will replace existing 2017-era display hardware that has reached end-of-life and will serve as a critical operational tool for monitoring traffic, displaying CCTV feeds from approximately 750 cameras, internal and external websites, weather alerts, and third-party software outputs across approximately 360 square feet of display area with a 4x10 grid layout. The mandatory pre-proposal conference and facility tour is scheduled for July 15, 2026, at 10:00 AM at the TMC. The proposal submission deadline is July 30, 2026, at 2:00 PM Central Time, with a written questions deadline of July 17, 2026. The initial contract period is two years from the date of full execution, with three optional one-year renewal periods. All proposals must include a proposal bond and be submitted electronically through MissouriBUYS or via mail (USPS, UPS, or FedEx) to Lori Tackett, the buyer of record.

Payment is structured in ten separate line-item payments based on measurable completion objectives: project management/mobilization (50% upon kick-off, 50% upon acceptance), site planning, site preparation, hardware procurement, display procurement (per unit), software licenses, installation and configuration, system testing, training, and documentation. The vendor must provide all hardware warranties meeting minimum requirements of five years for servers and switches, and three years for LED displays, with warranty costs included in the proposal if manufacturer warranties fall short. Annual maintenance and support services are required for three optional contract years at fixed lump sum prices, with the vendor responsible for all firmware and software updates. The vendor must be registered in MissouriBUYS to be considered for award and must meet minimum qualifications including five years of experience in video wall deployment and successful completion of three similar projects within the past 24 months. Evaluation criteria include qualifications (pass/fail), capabilities and staff experience (5 points), proposed hardware (20 points), proposed software solution (25 points), work plan (5 points), integration support (10 points), maintenance and warranty support (15 points), cost proposal (10 points), and system expandability to external sites (10 points).
