About this file
This is a Request for Proposal (RFP) issued by the Missouri Department of Transportation (MoDOT) on behalf of the Missouri Highways and Transportation Commission (MHTC) for the procurement of Closed-Circuit Television (CCTV) camera assemblies. The solicitation seeks qualified vendors to provide complete CCTV camera assemblies, including cameras with pan-tilt-zoom capabilities, mounting brackets, power-over-ethernet injectors, surge protection devices, and related hardware. An estimated quantity of 30 complete camera assemblies is required as a lump sum, with individual component pricing also requested for future standalone purchases. The RFP opened on April 15, 2026, with a submission deadline of May 18, 2026, at 2:00 p.m. Central Time. Written questions were due by April 29, 2026, with amendments issued by May 7, 2026. No pre-bid conference or site tour is scheduled. The resulting contract will run from the date of award through June 30, 2027, with the option for up to two one-year renewal periods at the sole discretion of MHTC. MoDOT will conduct on-site testing of shortlisted cameras, requiring manufacturers to deliver one sample unit for a 30-day evaluation period before final selection.
Pricing is submitted on a per-unit basis for individual components and as a lump sum total for the complete camera assemblies, with payment terms of Net 45 days and FOB shipping. The solicitation encourages minority business enterprise (MBE) and women business enterprise (WBE) participation through subcontractors or joint ventures and includes service-disabled veteran business enterprise (SDVE) preference considerations. Vendors must complete all required exhibits, including worker eligibility verification affidavits, proof of lawful presence certifications, anti-discrimination certifications, Buy American certifications, and proposal bonds. All vendors must register with MissouriBUYS (the state's eProcurement system) to be considered for award. The RFP permits cooperative purchasing for Missouri counties, cities, and other political entities at negotiated terms. The camera assemblies must meet extensive functional specifications including HD color imaging with 30x optical zoom, H.264 video encoding with multiple configurable streams, IP66 environmental rating, operation in extreme temperatures from -50°C to 50°C, and optional video analytics capabilities such as wrong-way driver detection and vehicle classification.
