About this file
This document is an Other Transaction Agreement (OTA) solicitation for an Infill Radar Sensor to Mitigate Wind Turbine Clutter in Air Traffic Control systems. The United States Air Force Life Cycle Management Center (AFLCMC) is seeking proposals from industry to install and deploy a Commercial Off-the-Shelf (COTAS) phased array radar system at Travis AFB, California, to demonstrate radar performance in a wind turbine environment. The maximum funding available is $2,470,000.00, with the government intending to award none, one, or multiple experimental agreements under 10 U.S. Code 4023 and 4021.
Key submission details include a proposal deadline of July 14, 2025, with responses limited to 30 pages in PDF format. Proposals must address technical performance, deployment and installation plans, radar optimization, test flight procedures, data collection processes, and include a detailed cost proposal. The government will evaluate proposals based on technical performance (acceptable/unacceptable) and price reasonableness, with non-governmental advisors from the Regulus-Group supporting the evaluation process. Eligible contractors must be registered in SAM, have a DUNS number, and not be suspended or debarred from federal agreements.
