About this file

This is a Mode of Payment document from the South Carolina Department of Transportation (SCDOT) Office of Civil Rights Programs detailing the payment terms for a cooperative agreement related to the 2025 Summer Transportation Institute. The document outlines that payment will be made no more frequently than monthly based on itemized invoice/reimbursement requests that detail work performed during defined service periods. The proposal submission requirements specify a ten-page single-spaced limit printed on one side only.

The payment terms require detailed itemization of payroll, overhead, and direct project expenses, including staff hours, pay rates, and supporting documentation for direct costs. Travel reimbursement follows South Carolina state regulations for employee travel expenses, with meals limited to state subsistence policy and lodging capped at U.S. General Services Administration rates. All costs must comply with Highway Training and Education (CFDA 20.215) requirements and federal cost principles (2 CFR, Part 200). Equipment purchase and rental/lease costs are not allowable expenditures, as proposers are expected to have necessary equipment. SCDOT reserves the right to withhold final payment pending acceptance of a final report.
