About this file

This statement of work outlines requirements for the procurement of repair kits for the ASR-9 radar system. The Federal Aviation Administration requires two first article repair kits and eleven production repair kits to update obsolete power supply modules. Respondents must design, construct, test, and deliver the kits in accordance with provided specifications for form, fit and function replacement of aging components. Documentation including test plans, drawings and manuals are also required. The first article units will undergo government evaluation and testing for 200 days prior to approval for full production. Production unit delivery should begin 180 days after approval. Responses to the related market survey for this opportunity will be used to inform acquisition strategy and determine the structure of potential competition set asides.

STATEMENT OF WORK

Procurement of ASR-9 Module D1 Power Supply Repair Kit P/N 855500

1. BACKGROUND

Radar Technical Program Support Group, AJW-L910, currently provides logistics support to 135 ASR-9 field radar sites. The Multivoltage Power Supply (MVPS) distributes the power to the different subsystems for the Receiver and Weather Cabinets for the ASR-9. The MVPS uses grouped power supply modules for the different output requirements. A single +24 V Module D1 (MOD D1) power supply contained in the Weather/SCIP Cabinet. The MOD D1 provides power to the Dual Card Rack for the Weather Cabinet. The internal components of the MOD D1 are obsolete and therefore can no longer be repaired unless the components are replaced. The Federal Aviation Administration (FAA) has determined it necessary to replace the internal components with a repair kit that updates the MOD D1 and mitigates the obsolescence issues.

This Statement of Work describes the procurement of MOD D1 Repair kits used to update and repair NSN 6130-01-294-9190.

2. SCOPE OF WORK

The contractor must furnish all labor, facilities, equipment, and materials to produce the ASR-9 MOD D1 Repair Kits for the FAA as outlined in each section that follow. The specific quantities of units include the following:

1. Two (2) First Article Module D1 Power Supply Repair Kits

2. Five (11) Production Module D1 Power Supply Repair Kits

3. REQUIREMENTS

3.1 Design, Construction, and Testing

The contractor shall design, construct, and test the repair kits in accordance with (IAW) the following:

I. Attachment 01. SOW_ASR-9 Spec Sheet PDS 23698 II. Attachment 02. SOW_ASR-9 Spec Sheet PDS 23699 III. Attachment 03. SOW_ASR-9 Spec Sheet FAA-G-2100H IV. Attachment 04. SOW_ASR-9 Spec Sheet 850144 V. Attachment 05. SOW_ASR-9 Spec Sheet 855500 VI. Attachment 06. SOW_ASR-9 Spec Sheet D855512

Specifically, the repair kit will allow the existing MOD D1 Power Supplies to be updated as a Form, Fit, Function (FFF) replacement. In addition to the requirements listed in the attachments, the MOD D1 power supply must be capable of the following in accordance with the Legacy (OEM) design:

· Voltage must be adjustable when installed

· Kit must be compatible when paired with Legacy units

· Kit must be able to carry full load if paired power supply fails

3.2 First Article Unit Delivery

Contractor must deliver two (2) verification units with complete test data package, schematic and diagnostics, illustrating conformance to SCD 855500 (Attachment 5), PDS 23698 (Attachment 1), and PDS 23699 (Attachment 2) and test procedures therein. The complete Test Data Package (TDP) must include QTP (Qualification Test Procedure) and First article Acceptance Test Procedure (ATP) that complies with PDS23698 par. 5.1.2 and 5.1.1 and 850144. Each first article unit must include a test data sheet showing the results of tests for input isolation, output isolation, panel meter monitor output voltage, loss of single phase (for 3 phase power supply), overvoltage transient response, under voltage transient response, output ripple, output regulation, remote sense, output voltage adjustment, load transient response, over current protection, over voltage crowbar, inrush current, cooling air temperature rise, UPS and BIT (built in test). Delivery shall occur no later than (NLT) 200 days at receipt of order (ARO).

3.3 First Article Unit Analysis

Upon receipt of first article units, FAA shall perform analysis to verify and ensure product conformance to requirements in PDS 23698 (Attachment 1) and PDS 23699 (Attachment 2). Operational performance shall be evaluated via bench testing and in-system testing in accordance with PDS 23698 (Attachment 1) and PDS 23699 (Attachment 2). System tests shall consist of installing the kit into the next higher assembly and all the applicable positions within the Multivoltage Power Supply and verifying performance. FAA will have 200 days to accept or reject first article.

3.4 Production Units

Delivery of production units shall begin NLT 180 days after First Article Acceptance has been provided to the contractor. Each production unit should include proof of conformance to the Factory Acceptance Test.

3.5 Documentation

The contractor must provide all written documentation in Microsoft Office WORD or EXCEL format, 2013 or later version. All documentation must be provided with First Article units to be eligible for approval. The contractor must provide all drawings of circuit board layouts and schematics.
