Amendment of Solicitation for Mobile Telecommunications Services

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Embassy in Kathmandu for Request for Quotations (RFQ) number 19NP4026Q0010, with an effective date of May 5, 2026. The amendment modifies the original solicitation dated April 8, 2026, and requires one copy to be returned to the issuing office. The modification addresses three key changes: (1) removal of Clauses 52.224-3 and 52.232-34 from Section 2, (2) addition of specific brand new connection requirements at Provision of Services (page 63) of the Performance Work Statement requiring all new connections to have brand new numbers not previously owned by anyone, and (3) changes to the cover page text as detailed in the attached document.

The RFQ is for Mobile Telecommunications Services to be awarded to the responsible company submitting the lowest acceptable offer. Quotations must be submitted electronically to KTMContracts@state.gov by 4:59 PM Kathmandu local time on May 11, 2026, with queries due by April 24, 2026. Required submission materials include SF-1449, pricing from Section 1, representations and certifications from Section 5, additional information per Section 3, and proof of SAM registration. All quotations must be in English, complete, and submitted in MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat PDF format with a maximum file size of 20MB. The contracting officer has determined that offerors must be registered in the System for Award Management (SAM) at the time of proposal submission.
