Statement of Objective (SOO) Joint Base San Antonio (JBSA)
Security Forces Mobile Marquees (Pull Trailers x Ten (10)
7 March 2021
1.0. SOO: The 502d Security Forces Squadron requires ten (10) Mobile Marquees (wheeled trailer mounted) to educate and/or inform Fort Sam Houston’s base populace on any contingencies such as Gate/Road Closures, Construction Projects (affecting traffic flow), Changes in Force/Health Protection Conditions, Inclement Inbound Weather, and any future Installation Events.

2.0. PURPOSE: Provide JBSA Fort Sam Houston base populace with Mobile Marquees that would provide critical information on any events or changes taking place on the installation. These Mobile Marquees would need to be pulled via wheeled trailer with a receiver and trailer hitch, have the capability to be set up quickly (within 30 minutes) and be moved rapidly, and be free standing without support from another vehicle. The power source needs to be via 12-volt battery and solar panels, with 110v power cord capability.
These units would need to be operational in inclement weather such as rain and extreme hot and cold temperature ranging from fifteen (15) to one hundred ten (110) degrees Fahrenheit. Units need to be able to operate at least 24 hours independently without the use of an external power source while providing 110v power output. Unit must be able to withstand corrosion and be waterproof.
3.0. SYSTEM REQUIREMENTS: The following is a list of the desired system equipment:
3.1. Meet all Texas Department of Transportation Safety Standards.
3.2. Requires a 12 Volt Battery and Solar Panels and 110v Power Cord capability.
3.3. A Five-Year Warranty that covers all mechanical and electrical systems within the unit.
3.4. Withstand inclement weather temperature ranges from 15 to 110 degrees Fahrenheit and be able to withstand wind gusts up to 65 MPH while in an operational configuration.
3.5. Must produce legible messages up to 800 feet away and display Four (4) lines of text up to twenty-five (25) characters per line to include spaces. Display requires flashing capability and LED lights. Panel should not be larger than 100” wide and no larger than 60” high.
3.6. System must have the ability to be locked to prevent theft.
3.7. Must have radar (speed detection), programmable messages, pre-programmable messages, and user defined messages.
3.8. Requires an electrical lift system via motor or a back-up manual hand-cranking system to assist in raising and lowering the display sign.
3.9. Trailer must have a hydraulic braking system.
4.0. Trailer must have a spare tire.
4.1. System should have gel battery not lead acid.
4.2. Solar Array should be able to tilt and rotate and with 320 watt.
4.0. INSTALLATION:
4.1. Be mobile and mounted on a wheeled trailer system that can be pulled using a trailer receiver and a two (2) inch ball hitch
4.2. Can be set up as a stand-alone system with the use of outriggers
4.3. Can be towed up to if not further than 30 miles for placement at JBSA-Camp

5.0. WARRANTY:
5.1. Manufacturer shall provide a one (1) five (5) year warranty that will cover all mechanical and electrical systems within the unit
5.2. Manufacturer shall provide free shipping for all warranty related issues
5.2. Contractor shall provide replacement parts when deemed necessary within seven days of warranty issue
5.3. Contractor shall provide support directly to the manufacture for warranty related repairs or replacements of mobile marquees
6.0. TRAINING:
6.1. Contractor will provide in person or video demonstration training in the setup, operation, programing, and tear down
7.0 SHIPPING:
7.0. Mobile Marquees will be shipped to JBSA Fort Sam Houston.
