Overview

Purpose:

This document describes initial capabilities and requirements for deployable mobile dJWICS capability.

Summary: ACC A23O requires three-person and four-person Utility Task Vehicle (UTV)/Side-by-Side (SbS) the primary task of operating a deployable Joint Worldwide Intelligence Communications System (dJWICS) in a self-contained, plug and play mobile operations platform. IMAV must be ready to be fully operational within 10 minutes of dismount.

For the purpose of this document the UTS/SbS will be referred to as the IMAV. IMAV- Compact (C) specifically denotes the smaller version, IMAV- Standard (S) denotes the full-size version, IMAV refers to both. Unless specifically annotated, requirements listed are for both IMAV versions.

IMAV

Summary: An agile three-to-four-person vehicle capable of on and off-road travel. Able to disperse and relocate with all components at a moment’s notice and rapidly resume C2 operations.

1. IMAV Size

1.1. IMAV-C: Two/three-person seater no larger than 88in x 108in

1.2. IMAV-S: Four/six-person seater no larger than 108in x 176in

2. Payload Capacity: > 2000lbs

3. Engine Specifications

3.1. Fuel Type: Diesel Fuel-2 (DF) or Jet Petroleum-8 (JP8)

3.2. Connection to receive fuel from an alternate source (ex. jerry can, fuel bladder etc.)

4. Drive Train

4.1. Automatic transmission

4.2. four-wheel drive

4.3. park, hi, lo, neutral and reverse, not all-wheel drive

4.4. Travel Speeds: Up to 45 mph (72 km/h)

5. Tires

5.1. Run-Flats/Puncture resistant

6. Chassis

6.1. Front and rear tow and trailer hitch receiver 2” or a 2.5”

6.2. Footrest and handrails for personnel

6.3. Equipment storage solution(s) accessible from the exterior of the IMAV to store at minimum: Survival shovel, five 30ft ethernet cables, ground stakes (cu ft. unknown at this time)

7. Cabin

7.1. Standard safety features (mirrors, wipers, horn etc.)

7.2. Heating, Ventilation, Air Conditioning.

7.3. Operator controlled window feature that has the ability to obscure any visibility of the interior of the IMAV from the outside, but not obscure from inside looking out

7.4. Section near dash dedicated to HF/VHF/UHF radio storage (must be 1-meter from PacStar)

7.5. Internal monitor to monitor fuel, kw, and system status

7.6. Internal connections or retractable power and ethernet for passenger laptop (one each per seat)

7.7. Ballistic blanketed doors

7.8. Exterior gear and equipment attachment points: (ex. tie-downs, MOLLE, Velcro)

7.9. Fragment-protected windows

7.10. Keyless entry and locking mechanism

7.11. Dry-erase material on interior doors or slide out dry-erase board from rear seat

7.12. Lighting

7.12.1. Exterior

7.12.1.1. 360 exterior lighting with interior and exterior switch

7.12.1.2. Exterior blue and red rope style lights for warning with interior and exterior switch

7.12.2. Interior

7.12.2.1. Interior dome lighting white and red color (map lights)

9.2. Security

9.2.1. 360-degree exterior security camera night/day vision with mobile monitor

9.2.2. Exterior bright orange manual self-retractable rope/cordon reel 250 ft.

10. Power

10.1. Must be able to provide 120 Vac 60Hz for no less 3kW and function as a mobile generator providing operational power to dJWICS and peripherals for no less than 8hrs continuous without refuel

10.2. Operate dJWICS in motion

10.3. Capability to facilitate input 120 Vac power from an external power source to operate vehicle accessories, dJWICS and peripherals

10.4. One duplex weather resistant 120 Vac outlet no less than 15A

11. Expandable Shelter

11.1. 270-degree pop-out/expandable tent/awning waterproof with roll-down sides must have securable door and must not have any windows or exterior visibility to the interior of the tent. Structure must be free of any IMAV exhaust and allow for physical access to dJWICS compartment

11.2. Retractable tent/cover capability 8ft H x 20ft W x 20ft L

11.3. Ability for operators to work from the rear/bed of IMAV

11.4. Laptop workspace

12. Accessories

12.1. External loudspeaker

dJWICS Enclosure

Summary: A self-contained metal weatherproof enclosure that houses two PacStar Chassis including associated power, cables, modules.

13. Enclosure must meet TEMPEST and GSA storage requirements for up to top secret

14. The StarShield, and PacStar server must be located in easily accessible locations with the ability to remove and replace without the use of any tools

15. Internal ports from enclosure to cabin of vehicle to support the use of user-laptops equal to the amount of passengers

16. Equipment cooling is required for all equipment inside of enclosure

Components

17. Rack Mounted capability for two PacStar Smart Chassis wide

18. The PacStar Smart Chassis must be able to be locked/secured in container that is Government Services Administration (GSA) approved for the storage of up to top secret equipment

19. Must be 1-meter separation from any RF emitter

20. Laptops

20.1. Must have the ability to store six laptops

20.1.1. Dedicated storage area for back-up laptop

20.2. The laptops must be able to be locked/secured in a container that is GSA approved for the storage of up to top secret

20.3. Deployable workspace capability suitable/tailored for user laptops with integrated power and ethernet connection to dJWICS at IMAV

20.4. When laptop workspace is deployed, be in position at the height of the average person

20.5. Laptops must be stored in a manner that facilitates rapid relocation from IMAV while able to use dJWICS ethernet from a distance of 30ft or greater

21. StarShield

21.1. Must be located 1-meter from PacStar chassis

21.2. When operated be in a manner that allows 120-degree Field of View

21.3. Support rapid removal and replacement of the dish

21.4. Storage for additional 82ft cable

22. Encryption Device

22.1. dJWICS enclosure must not prohibit expediate removal and insertion of encryption device and associated key

22.2. Must have an additional storage in cabin when not in use dJWICS Integration

Summary: dJWICS, StarShield and support equipment to include support of periphials (keyboards, mice) should be fully integrated into the IMAV to fullest extent enhancing operator use at the IMAV without additional external support equipment.

23. The dJWICS and associated equipment is required to be powered from an internal energy source from the vehicle to provide operational capability of no less than eight continuous hours.

24. Provide internal power to the dJWICS (Vac produced from IMAVengine power)

25. Provide equipment cooling

26. Internal ports wiring/cables to and from cabin compartment to dJWICS allowing user laptop operation from the cabin
