This requirement is to provide recovery and remediation for exercises and real-world incidents involving Intercontinental Ballistic Missile (ICBM) Minuteman (MM) III (MMIII) liquid and solid propulsion assets.

1.1 DESCRIPTION OF SERVICES/INTRODUCTION

The Contractor shall provide all personnel, equipment, storage for equipment, supplies, facilities, transportation, tools, materials, supervision, decontamination, heavy lift capabilities and other items. The Contractor shall also provide services necessary to perform rapid response to the Air Force Nuclear Weapons Center (AFNWC) MMIII (MMIII) Systems Directorate (SD), MMIII liquid and solid rocket motor incidents and exercises except for those items specified as government furnished property. The Contractor shall perform to the standards in this Performance Work Statement (PWS).

1.2 BACKGROUND

The MMIIISD is responsible for acquisition, systems engineering, and depot repair of ICBM MMIII propulsion systems. The MMIIISD fulfills its mission using facilities throughout the United States. As a result of the movement or transportation of MMIII assets, incidents can occur. When these incidents arise, explosive and hazardous waste and materials used in the MMIII (as well as those common to vehicle accidents) can be released. Therefore, immediate response is of the essence. The Contractor shall be an integral team member of the Missile Mishap Response Team (MMRT), working with the AFNWC Minuteman III Systems Directorate (AFNWC/NM) and its counterparts at the State and local levels. The Contractor shall be responsible for containment, cleanup, remediation, and disposal of all hazardous waste generated during exercises or real-world mishaps, whenever or wherever these assets are transported, stored, tested, and deployed. To ensure readiness, exercises are performed each year.

The Contractor shall provide a response to those exercises as it would in a real-world incident.

1.3 OBJECTIVES

Provide rapid response and assistance as required to AFNWC/NM when an MMIII liquid or solid rocket motor incident or exercise requirement is identified.

1.4 SCOPE

The primary responsibilities under this effort include (a) vehicle recovery to include recovery of damaged asset(s) by abnormal means; (b) explosive cleanup and remediation services; and (c) hazardous waste cleanup and remediation. Services include rapid response to incidents, positive seamless communication link, participation in development and update of readiness and response plans, and participation in training exercises. The Contractor shall accomplish complete integration with existing Air Force (AF) capabilities to include communication, command and control management techniques, breathing air, cover all 4 levels of protection and associated protective equipment as designated by the Occupational Safety and Health Administration

(OSHA) for Hazardous Materials (HAZMAT) workers: Level A, Level B, Level C, and Level D. The Contractor shall also provide portable decontamination for all MMRT members and any other personnel needed.

1.5 PERIOD OF PERFORMANCE

The MMRT contract’s 5-year period of performance (PoP) will include a 1-year Base and four (4) subsequent 1-year options. The PoP breaks down as follows:

Table 1, Contract structure

ID Year Term

Base Year 2023 1 Year Option Years 1-4 2024-2027 1 year / option

1.5.1 PHASE-OUT PERIOD

1.5.1.1 PHASE-OUT

The Phase-Out period encompasses the procedures and corresponding time frames necessary to ensure the orderly, efficient, and complete transfer of performance responsibility to the follow-on Contractor, if necessary. During the thirty (30) calendar day Phase-Out period, the Contractor shall comply with all contract requirements and take all actions necessary to ensure that Warfighter readiness is not adversely impacted. As such, the Contractor shall be required to continue to perform to the standards in this PWS.
