Indefinite Delivery Indefinite Quantity (IDIQ) Munitions Containers, Handling, and Support Equipment Statement of Objectives (SOO) 10 Aug 2020
1. Contract scope: The contractor will be required by individual task to provide limited prototype, production, refurbishment and pre-production capability for munitions, support, and handling equipment. Contractor shall disassemble, assemble, fabricate piece parts, weld, sand blast, clean, plate, perform surface preparation, paint, inspect, non-destructive evaluation, rework, store, and provide test support and handling equipment or associated hardware as required by task.
2. Contractor material or Government furnished material (GFE): The contractor will provide all materials as required by task on an as needed basis to be priced with actual cost incurred to procure. Government may provide materials as GFE as required by task on an as needed basis to the contractor. Any residual GFE material shall remain the government’s property. Government materials shall be inspected upon receipt and documentation provided to the Defense Contract Management Command (DCMC) government property representative servicing their facility. The contractor shall provide documentation of receipt of government material. Government materials shall be identified and segregated per project to ensure accountability.
3. Configuration Management: Contractors configuration management system shall meet EAI649C Configuration Management Standard, 7 Feb. 2019. Government will maintain configuration management control of the drawings package provided by task. Technical Engineering Memorandum (TEM) process established at contractors facility for submitting changes is desired, or contractor can propose an alternative method. Any requested change shall be provided to DCMC representative servicing your facility for disposition. Configuration management practice will be applied to all task associated with this effort.
The contractor’s configuration management controls and procedures for processing Class 1 and 2 deviation, waivers, Value Engineering Change Proposal (VECPs), and engineering change proposals (ECPs) shall be used. Class 2 waivers and deviation approval and disapproval shall be delegated by the Procurement Contracting Officer (PCO) to DCMA representative that services the contractor’s facility. All class 1 waivers, deviation, VECPs, and ECPs, letters of approval and disapproval of configuration changes will be retained at AFLCMC/EBDM, Eglin AFB Florida.
The contractor will maintain a system for controlling government drawing used as part of each task. Efforts to include but not limited to drawing control and accountability of each drawing used for these task. Drawing provided by the government could be in the following formats.
a. Provided on Compact Disk (CD) in various AUTOCAD mechanical desktop format
b. Paper copies in different sizes and formats
c. Sketches
4. Quality Assurance: The contractor shall apply quality management processes/practices (industry-specific ISO 9000 equivalent) to meet individual delivery/task order requirements. At a minimum, the quality management process shall:
a. Incorporate cost-effective methods and practices
| b. Monitor and control critical processes and product variation |
| c. Establish mechanisms for feedback of field product performance |
d. Implement an effective failure modes analysis and corrective action system
e. Promote continuous process improvement
f. Inspect and document completed deliverables
g. Verify calibration of precision measurement equipment as required
h. Records to show objective evidence of inspections and control processes at minimum Certificate of conformance, Certificate of Material Conformance, and Quality Inspection Report (typical manufacturer report template is acceptable).
i. Welders are certified and procedures written to meet contract requirements
j. Control of purchases orders.
5. Transportation: Pricing for commercial shipping will be actual costs. If the items are source inspected (FOB source) the transportation will be by Government Bill of Lading (GBL). If the items are FOB destination the shipping costs are the responsibility of the contractor. Contractor is required to coordinate with area DCMA transportation as required to arrange receipt of GBL and coordinate shipper. Contractor shall generate shippers and any necessary paperwork to accomplish this task.
6. Storage of GFE: Contractor may be required to receive and store support, and handling equipment in support of tasks. If required by task contractor will provide tie down, loading and unloading support. Contractor shall maintain records relating to the condition and number of items received. Storage requirements of GFE will be as required by task. Information to be provided to DCMC and to AFLCMC/EBDS upon request.
7. Refurbishment Efforts: The contractor shall refurbish support and handling equipment in accordance with the applicable statement of objectives (SOO). Refurbishment efforts will include but not be limited to disassembly, cleaning, sandblasting, painting, plating, protective coat application, stenciling, testing, repair (welding, bending, cutting, etc.), fabrication of piece parts and dunnage, component purchases, re-assembly, and disposal of discarded materials.
Contractor may be required to refurbish support and handling equipment that contains obsolete material and or process. If this occurs contractor shall propose alternative material and process via TEM process to AFLCMC/EBDS.
8. Prototype/New Production: The contractor shall manufacture prototypes and new production munitions support and handling equipment as required by task. These efforts will be built to drawing provided by the government. The government will determine shipping mode of end item as part of each task.
The contractor shall manufacture support and handling equipment in accordance with the applicable statement of objectives (SOO). New production efforts could include prototype hardware sometimes listed as 1st Article/Physical Configuration Audit (PCA) units and could include multiple production units. These items could require as part of the manufacturing effort machining, painting, cleaning, application of protective coatings, sandblasting, stenciling, leak testing, welding, bending, cutting, metal fabrication, assembly and stamping efforts. Tasks would include the inspection, ordering and stocking of material to meet task.
9. Time and Material Efforts: Contractor will be required by individual task to provide service and or material for support, and handling equipment within the scope of this contract. These items will be shipped via commercial carrier to destination required by task.
10. Spares Development and Kiting Support: Contractor will be required by individual task to provide service and or material for support, and handling equipment for spares development and kiting efforts. Contractor may be required to suggest items to be spared, quantity and recommended individual packaging methods. These items will be shipped via commercial carrier or by GBL to destination required by task
11. Packaging of Time and Materials and Spares Support: If required by task, contractor is to provide packaging that meets Level A packaging IAW MIL-STD-2073-1E_Change 4 for stateside and overseas shipment, as applicable.
