MEMORANDUM FOR RECORD

FROM: AFLCMC/EBDS

SUBJECT: FY21 MMHE IDIQ Contract Requirements

1. Item Description: MMHE is requesting an IDIQ contract that allows civilian manufacturers the ability to submit correspondence to Request for Information (RFI), Request for Quote (RFQ) and Request for Proposal (RFP) presented from MMHE. On average, MMHE can produce 15 prototypes and some low-rate production assets per year. MMHE RFPs are mostly (85-90%) for a single prototype or a low-rate production run ranging from small hand tools to large pieces of equipment, may be some electronic work. Drawing packages may be shop drawings or Level III drawing packages with a “Distribution C” statement of release. CAD models will be available upon request.

2. Threshold Requirements:

a. Within 750 mile radius of Eglin AFB, FL.:

i. Required for possible Engineer/Project Manager (PM) prototype review/testing

ii. Enables Engineer/PMs to access the machine shop in a reasonable time and with reasonable cost to influence design as necessary.

b. Company must be able to

i. Disassemble

ii. Assemble

iii. fabricate piece parts

iv. weld

v. sand blast

vi. clean

vii. plate

viii. perform surface preparation

ix. paint

x. non-destructive evaluation

xi. quality assurance reports

xii. rework

xiii. store

xiv. Provide test support and handling equipment or associated hardware

c. ISO 9000 Certified

d. Meet Configuration Management Standard EAI649C, dated 7 Feb. 2019

e. Maintain system or controlling government drawings and government furnished equipment (GFE).

f. Provide proof of Quality Assurance processes/practices upon request:

i. Incorporate cost-effective methods and practices

ii. Monitor and control critical processes and product variation

iii. Establish mechanisms for feedback of field product performance

iv. Implement an effective failure modes analysis and corrective action system

v. Promote continuous process improvement

vi. Inspect and document completed deliverables

vii. Verify calibration of precision measurement equipment as required

viii. Records to show objective evidence of inspections and control processes at minimum Certificate of conformance, Certificate of Material Conformance, and Quality Inspection Report (typical manufacturer report template is acceptable).

ix. Welders are certified and procedures written to meet contract requirements

x. Control of purchases orders.

g. Provide shipping to stateside and overseas locations

h. Provide packaging for shipment IAW MIL-STD-2073-1E_Change 4

3. Objective Requirements:

a. No limit on Machine shops within range

b. Within 750 mile radius of Eglin AFB, FL.:

i. Required for possible Engineer/Project Manager (PM) prototype review/testing

ii. Enables Engineer/PMs to access the machine shop in a reasonable time and with reasonable cost to influence design as necessary.
