About this file

This document is an amendment to an Invitation for Bids (IFB) issued by the State of Maryland Military Department for the conservation and installation of a World War II mural located at the Fifth Regiment Armory in Baltimore, Maryland. The amendment outlines the updated scope of work, which includes responsibilities and tasks such as protectively wrapping and transporting the mural to and from a conservation laboratory, cleaning and restoring the individual mural sections, providing a final treatment proposal, and installing the mural on a floating wall. The contractor will also be required to provide a written warranty for the workmanship and installation, as well as allow for site visits and provide quarterly status reports.

The contractor will be solely responsible for any damage to the building or its contents and will need to note specific instructions for the conservation work, such as not filling and inpainting the joints between panels and existing nail holes, consolidating/adhering all flaking paint, and inpainting any significant paint loss or scratches. The contractor may also need to cut and fit the mural panels to wrap around the ends of the mural on the angled wall and cut out sections to allow for I-beams, and a scissor lift will be provided upon request.

It is the Contractor’s sole responsibility to familiarize itself thoroughly with location of the work, the mural and the surrounding area as well as the contents listed in this IFB, including verifying all existing conditions and dimensions prior to bidding and ordering materials. Failure to do so does not relieve the successful bidder from the obligations to comply with all aspects of this solicitation for the amount specified in its Bid Price.

2.3.5 The Contractor shall examine each individual mural section, document with high resolution photographs and provide a final treatment proposal to be reviewed and approved by the Contract Monitor before actual treatment begins.

2.3.8 The Contractor shall have the substrate stabilized where delamination has occurred using wood glues, adhesive, waxes or varnishes when applicable.

2.3.9 Each individual mural section shall have an isolating varnish applied to isolate repairs.

2.3.10 The Contractor shall address each individual mural section with large surface losses such as scratches and ensure that they are restored accordingly, which shall not be limited to wood filler, and minor inpainting shall be performed with conservation grade paints.

2.3.11 The Contractor shall ensure each individual mural section receives a final protective/reversible varnish that shall be applied over the entire mural surface with an industry standard material such as Acryloid B-72. The Contract Monitor shall review all work for approval, upon the final shipment and installation to the Fifth Regiment Armory.

2.3.12 The Contractor must ensure that each individual mural section is protectively wrapped before transportation back to the Fifth Regiment Armory.

2.3.13 The Contractor shall return the mural from the conservation laboratory in a climate-controlled vehicle.
