About this file
This document outlines the general terms and conditions for a Master Agreement issued by the Maine Military Authority (MMA) for the purchase of engine parts to support vehicle and equipment refurbishment and maintenance operations. The contract is structured as a one-year agreement with deliveries to be made on an as-needed basis through individual Delivery Orders (DOs). Suppliers are permitted to bid on partial quantities or specific items if they cannot provide all listed parts, and award will be determined based on the best combination of price, lead time, and product quality. The MMA reserves the right to require sample submissions and certificates of conformance from low bidders to verify compliance with military specifications. Specific delivery orders will be transmitted via email to the vendor's primary contact, with each order assigned a distinct order number; MMA may issue multiple orders simultaneously with varying delivery dates. Shipments will only be accepted up to two weeks prior to stated delivery dates, and orders not delivered as scheduled are subject to modification or cancellation at MMA's discretion.
Bid prices must be submitted on a net F.O.B. destination basis with all transportation and delivery charges fully prepaid by the contractor. Prices will remain fixed throughout the contract period unless periodic price adjustments are agreed upon in writing by both parties. The quantities listed in the solicitation are estimates only, and the actual contract value will be determined by the quantity of items ordered during the contract term. Award is contingent upon MMA securing certain related contracts and will prioritize vendors offering the optimal combination of lead time and pricing alongside the ability to meet military specifications. The State Purchasing Director retains the right to extend the contract period beyond the stated expiration date with contractor consent and may cancel the contract with thirty days' written notice.
