About this file
This is a contract terms document for the Maine Military Authority (MMA) establishing a one-year contract for the purchase of Military HMMWV Fuel Tanks to support vehicle and equipment refurbishment and maintenance operations. The document outlines the procurement framework but does not specify item quantities, response dates, bid due dates, site visits, bidders' meetings, or award dates. Orders will be transmitted via Delivery Order (DO) documents sent by email to the vendor's primary contact, with each order assigned a distinct order number. MMA may release multiple orders simultaneously with varying delivery dates, and shipments will only be accepted up to two weeks in advance of stated delivery dates without prior approval.
Bid prices must be submitted as net F.O.B. destination with transportation and delivery charges fully prepaid by the contractor, and prices will remain fixed throughout the contract period unless periodic price adjustments are agreed upon in writing. The State of Maine reserves the right to pay through multiple methods including check, EFT, and procurement card, with the restriction that sellers cannot impose surcharges on credit or debit card transactions per Maine statute 9-A MRSA 8-303(2). The State Purchasing Director retains the right to extend the contract beyond the indicated expiration date with contractor consent and to cancel with thirty days' written notice. The successful bidder is expected to extend contract pricing to Maine political subdivisions and school districts, and must indicate their willingness to do so unconditionally, conditionally with specifications, or decline participation.
