About this file

This is a Request for Quote (RFQ) document issued by the Maine Military Authority (MMA) for the procurement of two propane-fired bake booths and associated air units to be installed at Building 7500 in Limestone, Maine. The project involves converting two existing paint facilities—a Colmet TCC-2115-64-PDT spray booth and a T-60-XWPDT-S JB1 spray booth, each approximately 20 feet wide, 60 feet long, and 14 feet high—to accommodate bake and waterborne paint capabilities. The scope of work includes installation of the bake booths, testing of airflow, installation of equipment to manage air movement, verification of water-borne paint capability, and successful start-up with sign-off by the Facility Manager and MMA Representative. Vendors are required to conduct a mandatory facility site visit with 24 hours' notice by contacting Terry Susee or Dave Prentiss at 207-328-4873 and notifying buyer Bambi Tefft Bahr at bambi.t.bahr@maine.gov. Installation must be completed within 30 days of award, with lead-time considered a factor in the award decision. All questions must be submitted in writing through the AdvantageME website, with answers posted within 24 hours.

Pricing and evaluation criteria establish price as the dominant factor at 70 percent of the award decision, followed by experience and references (10 percent), service and warranty (10 percent), and lead-time (10 percent). Vendors must provide evidence of general liability insurance with a minimum of $400,000 coverage, a minimum of three references from similar past projects with company name, contact name, address, phone, and email, and detailed descriptions of warranty coverage for both equipment and installation. Specification sheets and manufacturer's data sheets are required with all bids. Freight is FOB destination with all costs paid by the vendor for full delivery to the site. The State of Maine reserves the right to reject all bids. The buyer is Bambi Tefft Bahr, Buyer II, Division of Purchases, Department of Administrative and Financial Services, located at Burton M. Cross Building, 4th Floor, 111 Sewall Street, Augusta, Maine, with contact information at (207) 624-7341 or bambi.t.bahr@maine.gov.
