About this file

This Statement of Work (SOW) details NASA's requirement for Rolls Royce MK511-8 SPEY Engine Servicing and Exchange for two Gulfstream GIII aircraft, specifically NASA 520 and NASA 808. The contract involves servicing two engines: engine serial number 11176 from NASA Langley Research Center (LaRC) requiring a 1C inspection, and engine serial number 8801 from NASA Armstrong Flight Research Center (AFRC) needing a midlife inspection and repair. The contractor must be an FAA certified 14 CFR Part 145 repair station with experience servicing these specific engines.

Key tasks include shipping engines to the contractor's facility, completing required inspections and services, returning serviced engines, and performing engine replacements on the NASA 808 aircraft at NASA LaRC. The work will involve removing existing engines (serial numbers 11021 and 11022), installing serviced engines (serial numbers 8801 and 11176), and conducting necessary functional checks and testing. The period of performance is expected to be completed no later than September 30, 2026, with specific aircraft induction dates to be determined after contract award. NASA will provide government-furnished property including shipping stands, ground support equipment, and the aircraft itself.

1.0 Background

The National Aeronautics & Space Administration (NASA) operates multiple Gulfstream GIII aircraft at different locations. Two of these aircraft are in need of engine servicing to prevent disruption of critical flight research and prepare both aircraft for operation into the 2030s. NASA Langley Research Center (LaRC) operates GIII aircraft NASA 520. NASA Armstrong Flight Research Center (AFRC) operates GIII aircraft NASA 808. For both of these aircraft to continue flight research for at least another five years, multiple engines will need servicing.

2.0 Objectives

The objectives are to provide services for two Rolls Royce MK511-8 aircraft engines:

• Engine serial number 11176 from NASA LaRC is to undergo a 1C inspection

• Engine serial number 8801 from NASA AFRC is to undergo midlife inspection and repair

3.0 Scope

Completion of servicing for one Rolls Royce MK511-8 aircraft engines will involve:

• Shipment of engine serial number 11176 from NASA LaRC to the contractor facility

• Completion of a 1C service on engine serial number 11176 from NASA LaRC

• Return shipment of the overhauled engine serial number 11176 to NASA LaRC

• Shipment of engine serial number 8801 from NASA AFRC to the contractor facility location

• Execution of midlife inspection and repair for engine serial number 8801 at the contractor facility

• Return shipment of the serviced engine serial number 8801 to NASA LaRC

RFP/Contract No. Rolls Royce MK511-8 SPEY Engine Servicing & Exchange

• Removal and storage of engines from the NASA 808 aircraft

• Installation of engine serial numbers 11176 & 8801 on the NASA 808 aircraft

• Verification of normal engine operation on specified aircraft

• Provision of all records and test results necessary to document the completed services

4.0 Requirements

Requirements are divided into work tasks to be performed at both NASA LaRC and AFRC locations.

The first requirement is applicable to both locations.

The contractor must be an FAA certified 14 CFR Part 145 repair station with experience servicing Rolls Royce MK511-8 engines

Task Order 1: associated with engine serial number 11176 from LaRC:

1) The contractor shall prepare for shipment and transport engine serial number 11176 from NASA LaRC to the contractor facility

2) The contractor shall complete a 1C service for engine serial number 11176

3) The contractor shall prepare for shipment and transport engine serial number 11176 to NASA

LaRC

Task Order 2: associated with engine serial number 8801 from AFRC:

1) The contractor shall perform a midlife inspection and repair service for Rolls Royce MK511- 8 engine serial number 8801

2) The serviced engine serial number 8801 shall be prepared for shipment and transported to NASA LaRC

Task Order 3: associated with aircraft NASA 808 engine replacement at NASA LaRC

1) The contractor shall remove Rolls Royce MK511-8 engine serial numbers 11021 and 11022 from aircraft NASA 808

2) Prior to all engine installations, the contractor shall complete the Chapter 5 and all pertinent and related aircraft structural inspections

3) The contractor shall install engine serial number 8801 and 11176 on aircraft NASA 808, perform rigging, functional checks, and any additional testing in accordance with relevant maintenance manuals including Gulfstream and Rolls Royce

5.0 Deliverables

The deliverable items are:

• Rolls Royce MK511-8 engine serial numbers 8801 and 11176 installed and in serviceable condition on aircraft NASA 808 at NASA LaRC

• Rolls Royce MK511-8 engine serial numbers 11021 and 11022 stored on engine stands at NASA LaRC
