About this file

This is a Justification for Other than Full and Open Competition document for a bridge contract to be awarded to Merchants Foodservice (doing business as Performance Food Group/PFG) for Prime Vendor support in Mississippi and Louisiana. The document justifies the award under 10 U.S.C. § 3204(a)(1) authority.

The bridge contract (SPE300-25-D-3007) will be an Indefinite-delivery, Indefinite-quantity (IDIQ) fixed price contract with Economic Price Adjustment (EPA) to provide full-line food and beverage distribution to DLA customers in Mississippi and Louisiana. The contract follows the current competitive contract SPE300-21-D-3314 which was awarded to PFG on February 19, 2021 with a 24-month Tier 1 period and 24-month Tier 2 period. The bridge contract will allow time for a competitive follow-on contract to be awarded and for the new awardee to achieve full operational capability, including establishing a complete Subsistence Total Order and Receipt System (STORES) electronic catalog. The justification notes that PFG is the only source that can provide uninterrupted service within the required timeframe, as transitioning to another vendor would result in unacceptable delays due to the complex logistics involved in supporting hundreds of foodservice items.
