About this file
The document is the Minutes of the Pre-Proposal Meeting for the Barrack V - Berlin Replacement Project No.: PV-975-200-001 in Maryland. The project involves the design of a new State Police Barrack, Garage, and Forensic Laboratory in Berlin, Maryland. The DGS/MSP team, including the Procurement Officer, Project Manager, and other key personnel, were in attendance to discuss the project details and answer questions from potential offerors. The proposal due date was extended to December 12, 2019, and the deadline to submit questions was extended to December 5, 2019. The project has a 5% MBE goal but no VSBE goal. The scope of work includes the demolition and construction of the new facilities at the current location, with the existing facility remaining operational during construction.
The project requires redundant power supply and exclusive UPS for the laboratory, and the current facility is believed to be a "clean" facility. There was discussion about the potential for dual utility feeds and the status of the wetland delineation. The minutes also indicate that the A/E of record for the previous Cumberland Barracks project was Mann Woodward.

Section 1, the minimum qualifications are standard for DGS A/E RFPs.
Section 2 highlights the scope of work for the project. More detail can be found in the Program
Pt 2 attachment in eMMA.
Sections 3 and 4 highlight general requirements and instructions in all DGS A/E procurements and potential Offerors should familiarize themselves with them.
Section 5 highlights the proposal format. It should spell it out very clearly. If there are any questions, don’t hesitate to reach out to the Procurement Officer. Likewise, if there are any issues with eMMA, reach out to him as well.
Section 6 discusses how the evaluation committee will evaluate proposals. 6.2 lists the order of importance for the technical proposal. Make sure you highlight these areas in the technical proposal.
Mr. Riesett then opened up the floor for questions. There were a few questions asked that had already been submitted in writing and will be addressed in Addendum No. 2.

The current facility has to remain in operation while the new building is being constructed.
The Program identifies key areas on the property where they anticipate the Barrack being placed and some requirements.
