About this file
This document contains the minimum technical requirements for a federal procurement of forensic laser and imaging systems by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The government seeks to procure ten (10) dual wavelength forensic lasers and two (2) full spectrum color imaging systems through a Blanket Purchase Agreement (BPA) with a firm-fixed-price contract structure. The base period plus four (4) option years contemplates continued availability of these systems. Delivery is required within approximately sixty (60) days of contract receipt to one of three locations: the Forensic Crime Gun Intelligence Laboratory in Wichita, Kansas; FSL-A in Atlanta, Georgia; or FSL-W in Beltsville, Maryland, with specific delivery locations to be determined during call order.
The forensic laser system must deliver at least 8 watts of blue light at 445 nanometers and 8 watts of green light at 520 nanometers from a single pistol grip handpiece with diodes located in the handpiece to ensure maximum 10-watt output. The system requires a smart touchscreen interface with adjustable power in 1% increments, integral rechargeable batteries, warm-up time under 10 seconds, a "dead man's finger" safety mechanism, and inclusion of orange and yellow curved bandpass filters, protective goggles, and a durable pelican case. The full spectrum color imaging system must include a Windows 10 all-in-one computer with Intel six-core processor, 8GB RAM, and 27-inch 5K resolution display, paired with a full visible spectrum camera capable of capturing at least 5x3-inch areas at 1000 pixels per inch, HDR enhancement, multiple frame rates up to 142 frames per second, integrated foot pedal switch, hydraulic camera arm mount, ultraviolet through infrared imaging capabilities from 254 to 1100 nanometers, multicolor light sources (UV, blue, green, red, and infrared), and a two-year manufacturer warranty. The forensic laser requires a minimum one-year warranty on parts and labor.
