About this file

This document is a Minimum Specifications file for a Walk-Behind Belt Loader, detailing technical requirements for an aircraft baggage loader needed by Volk Field. The specification outlines a critical operational need to improve baggage handling capabilities, with the loader designed for gate-side cargo management, featuring a 24-inch roller bed belt, hydraulic motor drive system, and manual steering. Key specifications include two length options (237 or 296 inches), aircraft door height range of 36.5-108 inches (extendable to 119 inches), and a 15-gallon fuel capacity.

The solicitation is a 100% small business set-aside under NAICS code 333921, with offers due by September 3, 2025 at 1:00 PM CDT. Vendors must submit complete technical specifications and are encouraged to propose equivalent mobile preventive maintenance trailers that meet or exceed the minimum requirements. Questions should be directed to the Volk Field Contracting Office via email, and while funds are not currently available, the Department of the Army National Guard is seeking quotations for one walk-behind belt loader to enhance mission readiness and aircraft turnaround efficiency.

WALK-BEHIND BELT LOADER - Aircraft Baggage Loader

7.31.2025

Statement of Need: Flight line support equipment is essential for optimizing unit training and ensuring the success of Volk Field’s specialized APOE/D missions. A critical gap currently exists in the ability to ef iciently load and unload baggage for air transport operations. While Volk Field maintains airport passenger stairs for embarkation and debarkation, it lacks an aircraft baggage loader—an asset that directly impacts operational effectiveness. The absence of a baggage loader creates delays in aircraft turnaround times, reducing throughput and potentially limiting the number of passengers and baggage that can be processed during key movements. This bottleneck could signi icantly hinder mission readiness and execution, especially during high-demand APOE/D scenarios.

Procurement of a unit-controlled aircraft baggage loader would enable faster, more reliable loading operations, preserve mission timelines, and provide the autonomy necessary for full-spectrum unit movement capability at Volk Field. Without this capability, essential operations risk disruption or cancellation, directly affecting strategic deployment and training objectives.
