About this file
This Request for Information (RFI) issued by the Naval Surface Warfare Center, Carderock Division (NSWCCD) seeks market research on persistent corrosion preventative compounds (CPCs) for ground vehicles and tactical assets operating in marine environments. The RFI is for information and planning purposes only and does not constitute a binding procurement action or commitment to award a contract. Vendors are advised that the Government will not reimburse response costs.
The required product must be a non-permanent coating in the form of greases, lubricants, oils, or waxes that provides continuous corrosion prevention for at least 2 years when exposed to ISO 12944 – C5 (very harsh) environments without touch-up or reapplication. The product must maintain shelf stability for a minimum of 2 years at storage temperatures of 20–120°F and no greater than 85% relative humidity. Once applied, the material must have a consistency and texture that does not accumulate dirt or debris, and it must be capable of application and remain stable in ambient conditions of 75–110°F and over 90% humidity. Interested vendors must submit a capabilities statement including company information (name, address, CAGE code, point of contact, business size status, and CMMC level), a statement confirming the product's ability to meet specified capabilities, supporting technical data demonstrating persistent CPC performance, and copies of the Safety Data Sheet, Technical Data Sheet, and relevant product literature.

Request for Information (RFI)
Persistent Corrosion Preventative Compounds (CPC)
1. SCOPE
1.1. BACKGROUND:
The Naval Surface Warfare Center, Carderock Division (NSWCCD) is investigating persistent corrosion preventative compounds (CPCs) for future use in preventing corrosion on ground vehicles and tactical assets operating in a marine environment. A CPC is a material or substance that is applied to a metal surface and creates a barrier that prevents the progression of rust or oxidation on the surface. A persistent CPC will protect the surface from corrosion for a period of no less than 2 years when exposed to an ISO 12944 - C5 (very harsh) environment before reapplication of the substance is required.
1.2. OBJECTIVE:
The purpose of this RFI is to conduct market research to identify potential vendors with products available that meet the capability criteria listed in this document.
1.3. DISCLAIMER:
This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Responders are advised that the U.S.
Government will not pay for any information or administrative costs incurred in response to this RFI.
1.4. REQUIRED CAPABILITY:
Product types of interest include, but are not limited to, greases, lubricants, oils, and waxes. The product is required to meet the following criteria:
• The applied material provides continuous corrosion prevention for no less than 2 years when exposed to an ISO 12944 – C5 (Very harsh) environment.
o No additional touch-up or reapplication during that period.
• The product is shelf-stable (Storage temperature range 20 – 120oF, no greater than
85%RH) for a minimum of 2 years.
• Once applied, the product has a consistency and texture that will not accumulate dirt or debris.
• The product can be applied and is stable in environments where ambient conditions include temperatures of 75-110ºF and over 90% humidity.
• The material is a non-permanent coating.
1.5. INFORMATION REQUESTED:
Interested vendors are requested to respond to this RFI with a capabilities statement that addresses the following areas. Please be as detailed as possible.
• Vendor Information:
o Company Name, Address, and CAGE Code.
o Point of Contact (Name, Title, Phone, Email).
o Business Size Status (e.g., Large Business, Small Business, Service-
Disabled Veteran-Owned Small Business, etc.).
o Cybersecurity Maturity Model Certification (CMMC) Level
• Technical Capability & Data:
o Provide a statement confirming your company products ability to meet capabilities outlined in Section 1.4.
o Provide any information that supports the product’s ability to meet the definition of a persistent CPC.
o Provide the Safety Data Sheet (SDS), Technical Data Sheet (TDS), and relevant product literature.
