About this file

This document outlines the minimum requirements for procuring four calibrated artifacts to assist in the CMM certification of STAVE systems at US Navy shipyards. The artifacts must provide at least a 23-inch range of inspection surface and have a primarily cylindrical shape with an OD of at least 18.5 inches. They must also include excess length for STAVE targeting, have keyways or keyway slots at least 1.75 inches wide and 0.25 inches deep, and specify a coordinate system based on the cylinder centerline, a planar datum face, and a clocking datum. Tolerances include maintaining a runout tolerance and specifying dimensional tolerances for features including the OD, ID, keyways, and planar faces. The related federal contract opportunity is solicitation number N0016724Q0022 from the Department of the Navy Naval Sea Systems Command to procure the four calibrated STAVE artifacts described in the minimum requirements document.

Minimum Requirements – STAVE Artifacts

1.0 Background and Objectives

A particular program supported by NSWCCD requires the approval of the STAVE systems at the

Navy shipyards requires CMM certification. This CMM certification is dependent on the certification of each STAVE system to be calibrated and certified for use before the STAVE systems can be approved as the main tool for inspecting shaft tapers. To achieve CMM certification, the dimensional results from each STAVE system must be compared with the dimensional results from a known artifact, which will determine if the STAVE system produce similar results as the known artifact.

The objective of this contract is to procure four (4) calibrated artifacts, one for each US Navy shipyard to assist in the CMM certification of the STAVE systems, which will enable the

STAVE systems to be certified for use as the official and primary method of inspecting shaft tapers at the shipyards.

2.0 Minimum Requirements

2.1 General Dimensional Characteristics

2.1.1 Provide at least a 23” range of inspection surface.

2.1.2 Have a primarily cylindrical shape.

2.1.3 Have an OD of at least 18.5”.

2.1.4 Provide excess length for STAVE targeting or an alternate manner of facilitating STAVE targeting.

2.1.5 Have keyways or keyway slots to at least 1.75” wide and 0.25” deep.

2.1.6 Specify a coordinate system based on the cylinder centerline, a planar datum face, and a clocking datum (keyway/slot).

2.2 Tolerances

2.2.1 Maintain a runout tolerance of <0.002”.

2.2.2 Have a surface finish no rougher than R64.

2.2.3 Maintain an OD tolerance of no looser than +/- 0.003”.

2.2.4 Maintain profile tolerance on the keyway walls and seat of 0.005”.

2.3 Material Properties

2.3.1 Not statically deform by more than +/- 5e-5“.

2.3.2 Not rust in a shipyard machine shop environment without special coating.

2.3.3 Be magnetic.

2.3.4 Be able to be stored axis vertically or horizontally without incurring out-of-roundness.

2.4 Inspection

2.4.1 Be calibrated to an accuracy no worse than +/- 0.00019”.

2.4.2 CMM calibration density on the cylindrical surface must be at least 0.5” inches in the axial direction and 3 degrees in the circumferential direction.

2.5 Miscellaneous

2.5.1 Conform to and support the STAVE artifact inspection procedure and analysis methodology.

2.5.2 Have facilities allowing the artifact to freely rotate.

2.5.3 Provide a lifting and handling plan.

2.5.4 Include shipping crate.

3.0 Performance and Delivery

The calibrated artifacts will be delivered directly to each shipyard and will be coordinated by

NSWCCD Code 653 with Propulsor Technology Inc. (PTI)
