About this file

This document is a Minimum Essential Characteristics (MEC) specification for a federal contract requirement issued by the Defense Health Agency Contracting Activity (DHACA) at Fort Detrick, Maryland.

The requirement is for 12 durable, secured rodent sleep deprivation chambers branded as Maze Engineers equipment. The chambers must feature transparent clear acrylic cylinders resting on polycarbonate bases with internal dimensions of 38 cm diameter and 30 cm height, external dimensions of 42 cm length by 42 cm width by 50 cm height, and secured lids to prevent animal escape. The motor must operate quietly at less than 40 decibels and provide variable speed capability from zero to a minimum of 100 meters per minute. The configuration control system must allow customization of total time, scheduled start, rotation period, periodic breaks, and rotation mode for sleep disruption protocols. The system shall include automated starting and stopping functionality, a minimum of four rotation modes (Clockwise, Counterclockwise, Alternate, and Random), periodic breaks adjustable from zero to 240 seconds with one-second precision, and custom daylight control enabling user-defined illumination periods. Delivery is required to the Walter Reed Army Institute of Research, Building 503, Silver Spring, Maryland 20910-7500. The Contracting Officer is Sharew Hailu (301-619-9201; sharew.hailu.civ@health.mil) and the Contract Specialist is Nathaniel Reus (301-619-9209; Nathaniel.a.reus.civ@health.mil), both located at 808 Schreider Street, Fort Detrick, Maryland 21702.
