About this file
This is a Memorandum for Record documenting the justification for limiting competition at or below the Simplified Acquisition Threshold (SAT) under RFO Part 12.102(a). The Defense Health Agency Contracting Activity (DHACA) is procuring 12 rodent sleep deprivation chambers for sleep deprivation and sleep fragmentation studies through the Center for Military Psychiatry & Neurosciences Research (CMPN) branch at the Walter Reed Army Institute of Research (WRAIR). The requirement is for a new purchase order using a Fixed Price contract type with Research, Development, Test & Evaluation (RDT&E) funding in Fiscal Year 2026, with a delivery date of September 15, 2026.
The sole source justification is based on Maze Engineers, Inc. being the only manufacturer capable of meeting the specific technical requirements. The sleep deprivation chambers must have minimum dimensions of 42 cm in length, 42 cm in width, and 50 cm in height to accommodate free-moving adult rats; this specification is critical to maintain research protocol integrity and is not available in alternate equipment. Market research conducted under FAR Part 10 included two Requests for Quotes and an RFI posted on SAM.Gov and GSA eBuy on May 28, 2026, closing June 3, 2026, which yielded zero capability statements and only one qualifying quote. The Contracting Officer confirmed that while no RFI responses were received, Maze Engineers has four authorized resellers, all large businesses. The brand name justification will be posted alongside the RFQ on SAM.Gov per RFO 5.101 and 5.203 requirements. The Contracting Officer has certified that the anticipated cost will be fair and reasonable based on price analysis and historical pricing, and determined that limited competition procurement serves the Government's best interest.

3. Description of Services or Supplies: The objective of this requirement is to purchase 12 rodent sleep deprivation chambers for sleep deprivation and sleep fragmentation studies in rodents through the Center for Military Psychiatry & Neurosciences Research (CMPN) branch at the Walter Reed Army Institute of Research (WRAIR). The proposed vendor is Maze Engineers, Inc.
Delivery Date: 9/15/2026
4. Authority:
RFO Part 12.102(a) For acquisitions valued at or below simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.
5. Reasons for Authority Cited:
Brand Name Maze Engineer Rodent Sleep Deprivation Chambers is required for on-going research.
Maze Engineers, Inc. is the sole source manufacturer of the only equipment found to meet them and able to satisfy the requirements needs to conduct the proposed clinical studies. Market research findings confirm there are resellers of this brand name sleep deprivation chambers must fit a minimum dimension to 42 cm in length, 42 cm in width, and 50 cm in height to accommodate a free-moving adult Rat. This characteristic is not evident in alternate chambers. Procuring any other equipment without the mandated chamber space, the adult rat cannot fit and move freely, which would compromise the project protocol and the integrity of the research.
