About this file

This document is an Invitation to Negotiate (ITN) 25-018 issued by the Santa Rosa County Board of County Commissioners in Florida for the construction of the Milton Interchange Park Wastewater Treatment Plant (WWTP). The project seeks qualified contractors to provide products and services for constructing and installing a wastewater treatment facility designed to handle municipal wastewater from surrounding residential, commercial, and industrial developments while ensuring compliance with federal, state, and local standards. Proposals are due by 10:00 am on Wednesday, February 26, 2025, through the county's procurement portal, with questions accepted until 12:00 pm on Wednesday, February 12, 2025. The county intends to shortlist to three qualified firms for negotiations and ultimately award a contract based on the most favorable terms.

The solicitation utilizes a competitive negotiation process with evaluation criteria weighted across five categories: Company Profile (5%), Contractor Qualifications (20%), Value Engineering Prospects (25%), Project Timelines (25%), and WWTP Construction Experience (25%). The county has pre-purchased key equipment from Kubota and Zima for the pretreatment area and membrane bioreactor, and respondents are required to provide a good-faith, non-binding estimated construction cost and potential cost-saving strategies. The project was previously conventionally bid with submissions exceeding budgetary constraints, so this ITN aims to secure a financially feasible project through creative negotiations. Rectilinear post-tensioned tanks are allowed as an alternative to concrete basins, and the Build America, Buy America Act requirements are no longer applicable.
