About this file
This is a National Menu Specifications Quote Sheet and delivery requirements document for a Federal Bureau of Prisons milk procurement. The Federal Correctional Complex (FCC) Florence, Colorado is soliciting bids for dairy products in Fiscal Year 2027, Quarter 1, specifically requesting 375,000 pint containers of whole pasteurized milk with no flavor in either 236.6 ml aseptic packages or plastic bottles, 700 cases of low-fat or fat-free cottage cheese in 5-pound tubs only with a minimum 60-day shelf life, and 1,778 cases of reduced-fat or nonfat sour cream in 5-pound containers only. All dairy products must comply with Federal Food, Drug, and Cosmetic Act requirements, applicable CFR standards (21 CFR 131.110 for milk), and Fair Packaging and Labeling Act provisions, including allergen labeling for wheat, fish, milk, soy, tree nuts, eggs, peanuts, and shellfish.
Deliveries must be completed by December 31, 2026, with initial delivery expected during the first month of the quarter (Monday through Friday, 6:30 AM to 1:30 PM, excluding federal holidays). Past performance will be weighted equally with price in award decisions. Items failing to meet specifications will be refused, and non-compliant conditionally received products must be picked up at vendor expense within two weeks or will be disposed of by warehouse staff.
