MARKET RESEARCH QUESTIONNAIRE
Transition Coach FCI Milan
The Federal Bureau of Prisons (FBOP) is conducting market research in compliance with Federal Acquisition Regulation (FAR), Part 10. The services are for the provision of a Transition Coach. These services will be performed at the Religious Services Department located at the Federal Correctional Institution (FCI) Milan, 4004 E. Arkona Road, Milan, Michigan, 48160.
The resultant contract shall consist of a base year, four (4) 12-month option years and a 6-month extension. It is estimated that the following sessions will be needed for Transition Coach services: 1,440 sessions for Base Year and four (4) 12-month option years; 720 sessions for 6-month extension. The NAICS Code is 813110 for Religious Organizations. The size standard is $13 million.
A draft copy of the Statement of Work is attached to this market research questionnaire. Additional details are forthcoming in the solicitation. A Government solicitation document will be provided, these services are being developed, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. The information gathered from the market research will be vital in the formation and set aside status of the solicitation. The information submitted in response to this announcement is voluntary and the Government will not pay for the information requested nor will the Government compensate any respondent for any cost incurred in developing information provided to the Government.

All potential offerors are advised if a solicitation is issued it will include the provision at FAR 52.204-7, System for Award Management. 11. The procurement will be in accordance with FAR Part 12, Acquisition of Commercial Items. In accordance with FAR 12.301 (e), Discretionary use of FAR provisions and clauses, the Contracting Officer may include the appropriate provisions and clauses in the solicitation(s) and contract (s) by addendum when their use is consistent with the limitation contained in 12.302.

STATEMENT OF WORK
TRANSITION COACH
SUBJECT:
The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make a single award of an indefinite delivery/requirements type contract with firm fixed pricing for the provision of Transition Coach Services at the Federal Correctional Institution (FCI) located in Milan, Michigan. The Transition Coach will be an integral part of FCI Milan’s Life Connections Program (LCP) and will provide inmates with religious coaching for inmate participants.
PLACEMENT OF PERFORMANCE:
The services to be provided will be accomplished at:

SCHEDULE:
Services will normally be provided Monday through Friday, excluding Federal holidays. A session is defined as one hour. The contractor will provide approximately 30 sessions each week up to a total of 1,440 sessions per year. The Transition Coach will work during program hours with a 30-minute unpaid lunch break. The schedule may include some weekend and/or evening hours based on program needs. The breakdown of hours will be determined locally.
Due to the nature of the correctional setting, delays in performance of work may be experienced.
Such delays may include but are not limited to inclement weather, electrical or mechanical problems, or other security matters. When contract employees report to the institution but are unable to perform services due to such delays, the contractor will be paid for one session.
Normally, any remaining sessions for that day will be suspended and the contractor will be free to leave. The contractor will not be paid for the remaining unperformed sessions. However, if the institution requests that the contractor remain at the institution for eventual performance, the contractor shall be paid for such sessions. In the event of an emergency such as a lock down or National Pandemic, the contractor may be authorized to perform work from home. Ordinarily, the schedule may include up to 6 sessions per week worked outside of the institution, to be determined and adjusted based on program needs at the discretion of the LCP Chaplain. In the event of any absence, the contractor may make up his/her time. If the contractor fails to provide coverage, the Government may seek contractual remedy.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
The contractor must possess an ordination certificate or like document showing they are a recognized clergy or spiritual leader in good standing with their faith community.
The contractor must have a minimum of three years of continuous, full-time experience as a minister with their faith community.
The contractor must possess at a minimum, a Bachelor’s Degree with a major in religion, counseling, psychology, or a similarly related field of study from an accredited college or university recognized by a US Recognized Accrediting Organization under the Council For Higher Education Accreditation (chea.org).
Additionally, the contractor must possess a certificate in Microsoft Excel or show proof of enrollment in the Microsoft Office Specialist: Excel Associate Certification program.
Quoters must specifically identify the individual that will be performing these services under any subsequent contract award. The quoter must provide proof that their candidate meets all qualifications. The candidate’s name and qualifications must be submitted at the time the quote is submitted. All contractors must submit a resume with their quote as well as photocopies of documents evidencing education and training.
Quoters responding to this solicitation must complete and submit with their quote the attached form, “Credentials of Religious Services Contractor.” Quoters should submit two personal references and one letter of endorsement from their local religious organization. After review of these documents by Bureau of Prisons staff, vendors may be requested to submit additional documents for review or be interviewed by Bureau of Prisons staff.
Vendors failing to submit any of the required documents or participate in an interview (when required) will be removed from further consideration for award. Vendors providing unfavorable responses to the Credentials Form, or in the interview, may be ineligible for award.
SUPPLIES AND EQUIPMENT:
All supplies that the contractor may routinely need will be provided by the Federal Correctional Institution, Milan. These supplies will normally include any materials needed to perform the services covered under this contract.
DESCRIPTION OF DUTIES:
The contractor will develop programs and seminars, track inmate community service hours, provide information on jobs in the community, and provide counseling for transition of inmate participants in the Bureau of Prisons Residential Life Connections Program. This is a multi-faith program, so the contractor will be expected to foster relationships with a broad variety of religious communities including but not limited to Protestant, Catholic, Muslim, Jewish, Pagan, Buddhist, etc.
The LCP provides inmates with intensive opportunities for spiritual growth and deepening their religious roots by sharing common space and programs for the purpose of personal transformation and reducing recidivism. Inmates will participate in religion specific and inter-faith program components designed to bring restoration with God, family, community, and self.
The program’s design will increase religious tolerance and respect among inmates of various faiths; will connect each inmate with a spiritual mentor; and will link participants with a faith community at their release destination in order to enhance community reintegration.
Another component of the program will initiate specific victim impact programs to assist inmates in claiming responsibility for their actions and making amends with victims, family, and community. The program will enlist partnerships with individuals and organizations in its efforts to lower recidivism and facilitate spiritual growth and personal change. Volunteers, contractors, mentors, sponsoring religious congregations and organizations are all essential partners in the program. The goal of the Residential Faith-based Pre-release Program is to provide inmates living in a shared living space with intensive opportunities for holistic life restoration for the purpose of reducing recidivism and enhancing prison management.
The contractor will be monitored by the LCP Chaplain. The contractor shall attend all training required by the BOP for contract workers. The contractor will not be permitted to attend institution meetings, staff recalls, or government training sessions for Institution staff on contract time or as a consideration of the contract. The contractor may attend team meetings, departmental meetings, or other meetings relating to the involvement of the services to be provided by terms of the contract. Some meetings will be required and accomplished on contract time. The contractor will be required to follow any and all applicable guidelines for the services to be provided. He/she will also maintain accountability of all Government furnished materials, supplies, and equipment. The contractor will sign the provided log or sign-in sheet as documentation for sessions worked and for security purposes.
The contractor will provide a monthly billing statement to the contract monitor that accurately reflects the days of each visit, the number of hours or sessions of each visit, the general content of the sessions, and the total dollar amount due for that month’s services.
INMATE MANAGEMENT:
Provision of services will require frequent and unsupervised contact with inmates. The contract employee shall not be responsible for the management of any inmates, other than to ensure inmates involved within the contract’s scope of work abide by all rules to ensure their safety and well-being. The contractor is to constantly be aware of security and maintain a professional relationship with inmates at all times. Any violation of the institution rules and regulations are to be brought immediately to the attention of any Government employee employed at the institution. The contractor will be required to provide documentation to the COR, or designee, of any infractions of institutional rules and regulations by inmates for proper action.
INSTITUTION SECURITY:
The contractor will adhere to all regulations prescribed by the institution for the safety, conduct and custody of inmates. The contractor shall attend an orientation program prior to assuming their full duties within the institution. Provision of services will require frequent and unsupervised contact with inmates. The contract employee shall not be responsible for the management of any inmates, other than to ensure inmates involved within the contract’s scope of work abide by all rules to ensure their safety and well-being.
The contractor is to constantly be aware of security and maintain a professional relationship with inmates at all times. Any violation of the institution rules and regulations are to be brought immediately to the attention of any Government employee employed at the institution. The contractor will be required to provide documentation to the LCP Chaplain, or designee, of any infractions of institutional rules and regulations by inmates for proper action.
Reimbursement to the contractor for the time spent in the institution orientation or other specific security related training will be at the contract rate, prorated hourly. The contract employee will be required to sign in and out of the institution for accountability purposes. A badge will be issued and worn at all times for proper identification. The contractor’s performance will be monitored by the Contracting Officer’s Representative. The contractor may, at any time, be removed from the institution at the discretion of the CEO.
