About this file

This is a Sources Sought Notice issued by the National Institute of Biomedical Imaging and Bioengineering (NIBIB) for Medical Imaging and Data Resource Center (MIDRC) Research Enablement and Integration Support.

NIBIB is conducting market research to identify qualified sources capable of supporting a flexible IDIQ contract vehicle for MIDRC-related planning, integration, pilot, and execution support activities. The contemplated work encompasses: contract vehicle coordination and delivery management; project discovery and planning; data ingestion, curation, and harmonization support; multimodal interoperability and integration; governance, access, and operating model design; pilot and prototype support; implementation and scaling support; and cross-project coordination and reporting. Future work will be issued through task order categories including Planning Task Orders, Pilot Task Orders, Scaled Implementation Task Orders, and Program Coordination Task Orders. Capability statements must not exceed 20 pages (excluding CVs and past performance appendices) and must address general company information (company name, address, website, UEI, GSA Schedule contracts, company type, and indirect rate), and specific project requirements including demonstrated experience supporting biomedical research and data ecosystems; ability to support task order-based requirements with scalable resources; processes for project discovery, data ingestion, interoperability planning, and governance design; experience establishing central coordinating offices for multi-stakeholder federal programs; project management capabilities across multiple stakeholders; relevant personnel qualifications; and available facilities, systems, and tools. Responses must be submitted electronically in MS Word or PDF format to Melanie Suarez (Contracting Officer) at melanie.suarez@nih.gov by June 15, 2026 at 12:00 PM EST. This notice does not obligate the Government to award a contract or make payment for submitted information.

National Institute of Biomedical Imaging and Bioengineering (NIBIB) Medical Imaging and Data Resource Center Research Enablement and Integration Support Sources

Sought Notice

This is a Sources Sought notice. This is not a solicitation for proposals, proposal abstracts, or quotations.

The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement.

Background

The National Institute of Biomedical Imaging and Bioengineering is conducting market research to identify sources capable of supporting a potential requirement for Medical Imaging and Data Resource Center Research Enablement and Integration Support.

The purpose of the contemplated requirement is to establish a flexible contract vehicle to support MIDRC enabled planning, integration, pilot, and execution support activities related to biomedical imaging, multimodal data, and associated research collaborations. MIDRC is evolving beyond a platform focused primarily on operations and maintenance of data.midrc.org. National Institutes of Health Institutes and Centers are increasingly exploring opportunities involving multimodal research, data ingestion, interoperability, and integration with other research environments. The Government is considering a task order based vehicle structure under which future project specific work may be issued over the life of the contract.

The contemplated requirement may include support in one or more of the following areas:

1. Contract vehicle coordination and delivery management

2. Project discovery and planning

3. Data ingestion, curation, and harmonization support

4. Multimodal interoperability and integration

5. Governance, access, and operating model design

6. Pilot and prototype support

7. Implementation and scaling support

8. Cross project coordination and reporting

The Government anticipates that future work under the contemplated vehicle may be issued through task order categories such as Planning Task Orders, Pilot Task Orders, Scaled Implementation Task Orders, and Program Coordination Task Orders. The purpose of this Sources Sought Notice is to assess market capability for the IDIQ vehicle requirement as a whole.

Capability Statement Requirements

Sources that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer. Capability Statements will be evaluated based on the following requirements:

1. General Information

a. Company Name, Company Address, Company Website, Point of Contact Name, Point of Contact Email, and Point of Contact Phone Number.

b. What are your current GSA Schedule Contracts as applicable to this SSN?

c. What type of Company are you responding for, as shown in SAM?

d. What is your UEI (formally DUNS) number?

e. Indirect Rate (if publicly available)

2. Project Requirements

The capabilities statement must specifically address each project requirement separately:

• Demonstrated experience supporting biomedical research, data ecosystems, imaging data management, multimodal interoperability, or similar technical programs for the Federal Government. Describe how the organization and proposed personnel have participated.

Provide a list of relevant projects from the past three years.

• Demonstrated ability to support a task order based requirement that may include planning, pilot, implementation, and cross-project coordination activities, including the ability to scale up or down across multiple concurrent efforts as needed.

• Describe the processes used to support project discovery and planning, data ingestion and harmonization support, interoperability and integration planning, governance or operating model design, and follow-on implementation support for multi-stakeholder technical efforts.

• Demonstrated experience establishing, maturing, or supporting a central coordinating office for a multi-stakeholder Federal program, consortium, or technical initiative. Describe experience with governance, intake, prioritization, reporting, stakeholder coordination, and project oversight functions needed to support a centralized operating model.

• Describe how the organization manages project timelines, milestones, deliverables, risks, and coordination across multiple stakeholders in a federal research or technical support environment.

• CVs or brief resumes detailing the professional qualifications of technical, planning, interoperability, governance, program management, and other personnel relevant to the requirements above.

• A description of general and specific facilities, systems, software, and tools currently available to support this requirement, including relevant cloud, collaboration, project management, reporting, and data support capabilities.

• Any other information considered relevant to this program.

Response Format

The capability statement must not exceed 20 pages in length, excluding CVs and past performance (include as an Appendix), and using a 12-point font size minimum for only text. 14-point font size and larger can be used for figures.

The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone numbers of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the sources sought notice number.

All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Melanie Suarez (Contracting Officer), at melanie.suarez@nih.gov in either MS Word or Adobe Portable Document Format (PDF), by June 15, 2026 at 12PM EST. All responses must be received by the specified due date and time in order to be considered.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
