About this file

This is an Intergovernmental and Cooperative Purchasing Clause document related to the Beaufort Place Water Main Replacement project being solicited by the Washington Suburban Sanitary Commission (WSSC) in Montgomery County, Maryland. The project involves the installation of approximately 2.49 miles of new ductile iron water mains in various pipe sizes (4-inch, 8-inch, 10-inch, 12-inch, and 20-inch), replacement of approximately 13,305.6 linear feet of existing cast iron and prestressed concrete cylinder pipe mains, and installation of approximately 6,541 feet of water house connections serving Beaufort Place and surrounding streets. Sealed bid responses must be submitted electronically via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater no later than 2:00 p.m. on Wednesday, April 1, 2026, with a question submission deadline of March 16, 2026. The contract specifies a substantial completion period of 446 days from the Notice to Proceed, with working hours restricted to 9:00 a.m. to 3:00 p.m. Monday through Friday and mandatory full roadway restoration by end of business day.

Bidders must demonstrate minimum qualifications including experience installing at least 3 miles of transmission main 16 inches or greater in diameter, at least 10 miles of water main for a water authority within the past five years, and OSHA Total Recordable Incident Rates below 2.67 for the preceding three years. The project is subject to a 20 percent Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) subcontracting goal, Maryland Prevailing Wage requirements, Maryland Buy American Steel Act compliance, and the Maryland Little Miller Act requiring 100 percent Performance and Payment Bonds with 5 percent retainage and a one-year Maintenance Bond. Bid Guarantees equal to 5 percent of the bid amount are required, and all bidders must maintain comprehensive insurance coverage including Workers Compensation, Commercial General Liability of $1,000,000 minimum, Business Auto Liability of $1,000,000, and Umbrella Liability of $1,000,000. Liquidated damages are assessed at $1,080.00 per day for delays beyond the contract completion date. The Intergovernmental and Cooperative Purchasing Clause permits other government entities to leverage this procurement opportunity under the same terms and conditions, expanding the potential buyer base beyond WSSC.
