The Government will not be responsible for any costs incurred by interested parties in responding. This acquisition incorporates commercial item provisions and clauses under FAR Subpart 12.202, including FAR 52.212-1, 52.212-2, 52.212-3 with ALT I, and 52.212-4. Additional contract requirements, terms, and conditions are outlined in the attached Request for Quote document. The Government will determine whether a competitive solicitation will be issued based on analysis of responses received.

THIS IS A COMBINED SYNOPSIS/SOLICITATION.

This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the information in FAR Subpart 12.202 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on Contract Opportunities (https://beta.sam.gov/)

This is a Request for Quotation (RFQ). The solicitation number is N0018926QD086. The proposed contract action is for commercial SUPPLIES. The NAICS code is 541519 and the Small Business Size Standard is $34 Million. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular, effective 03/16/2026. Defense Federal Acquisition Regulation Public Notice, effective 04/24/2026. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Philadelphia Office hereby provides notice of its intent to award a firm-fixed-price (FFP) purchase order for Microsoft 365 Academic Licenses on behalf of the National Defense University (NDU). The Government intends to award a single firm-fixed-price contract and the subject synopsis solicitation posting for software licenses (required supplies described below).

Description:

National Defense University (NDU) located in Washington, D.C. requires the procurement of Microsoft 365 A5 software licenses currently utilized throughout National Defense University by faculty, staff and students. The software licenses are predominantly used for Academic applications and provides operating system software for servers and end user computer applications. Academic Microsoft 365 A5 for Faculty (M365 A5) includes access to both cloud and client-based access to the Microsoft Office suite of applications.

The software licenses shall be delivered and operational by 30 May 2026.

FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.

The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.

The provision at FAR 52.212-2, Evaluation – Commercial Items, applies to this acquisition.

Quoters are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and its ALT I with its quote.

The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

All clauses shall be incorporated by reference into the resultant purchase order to the maximum extent practicable.

Additional contract requirement(s), terms, and conditions are outlined in the attached document.

All responsible sources may submit a quotation which shall be considered by the agency; however, only Microsoft Academic licenses meeting NDU’s requirements will be considered for award. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered; all responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine whether a competitive solicitation will be issued.
