About this file
This is a Request for Proposal (RFP #5-26) issued by the City of Cheyenne and the Cheyenne Downtown Development Authority seeking qualified organizations to develop, install, own, operate, and maintain a dockless micromobility vehicle program. The program must include electric bikes (e-bikes) and electric scooters (e-scooters) as either a combined offering or partnership; proposals without bike share accommodation will not be considered. The RFP was released on April 9, 2026, with a question submission deadline of April 27, 2026, at 5:00 pm and a proposal submission deadline of May 6, 2026, at 3:00 pm via the City's eProcurement Portal. An optional pre-proposal meeting was scheduled, though specific details were not provided in the document. The review committee will select firms for interviews on May 11, 2026, with final selection completed by May 12, 2026. The professional services agreement is expected to be finalized by May 13, 2026, and the contract will proceed through City Council approval on June 8, 2026, with contract execution and notice-to-proceed issued by June 15, 2026.
Proposals must be submitted electronically in two parts: a technical proposal and a separate price proposal, with all pricing information excluded from the technical submission to prevent premature review and rejection. Proposers must acknowledge all issued addenda via the eProcurement Portal, and failure to do so will result in proposal rejection. The selected firm will be required to execute a professional services agreement incorporating the RFP terms and submit a Certificate of Insurance as specified in the agreement. The RFP specifies that proposals remain valid for at least 120 days and that all proposal contents, except proprietary or financial information, become public information held by the City after submission. No specific funding amounts, pricing structures, or set-asides are detailed in the RFP document itself.
