About this file

This document is a Notice of Intent to Award from the Michigan Department of Technology, Management & Budget (DTMB) Printing Services for Request for Quote (RFQ) #25*0284, specifically for producing 2,100 Michigan All In One State and Federal Labor Law Compliance Posters. The solicitation involved multiple vendors submitting competitive bids, with evaluation criteria including pricing, turnaround time, and being printed in Michigan. The procurement process allowed for vendor protests to be submitted electronically through Vendor Self Service by a specified deadline.

Four vendors submitted bids, with Lawson being the recommended vendor at $833.00, offering the lowest price and a 7-working-day turnaround. The evaluation process emphasized "best value" to the State of Michigan, considering factors beyond just price, such as turnaround time and other qualitative criteria. The print consultant for this project is Scott Barclay, who can be contacted at 517-636-7744 or BarclayS@michigan.gov for any questions. Printing Services retains the right to perform the work in-house if elected, and the Notice of Intent to Award does not guarantee a final contract award.

Evaluation Process Award recommendation is made to the responsible bidder who offers the best value to the State of Michigan. Best value is based on the quote providing the best combination of evaluation criteria factors and price. Printing Services, in consultation with the customer, may elect to award to a vendor with a higher bid, if the bid provides a better value based on turnaround time or other criteria.
