About this file
This is an Industry Day presentation for the Medium & Heavy Duty Vehicles/Wreckers & Carriers (MHWC) Program Open Season solicitation 47QMCA22R0013. The presentation outlines the GSA's automated Open Season process that allows existing contractors to update pricing and specifications for new model years, while also enabling new vendors and existing contractors to propose new vehicle models for Model Year 2027. The Open Season is governed by the 2027 Federal Vehicle Standards and covers a range of commercial vehicles including medium and heavy-duty trucks, wreckers, and carriers that must be commercially available and comply with federal standards developed with input from industry, customers, NHTSA, DOT, and other federal agencies.
Key dates for the MY27 Open Season include: Vendor Pre-Bid Intentions and Comment Collector period from March 30 to May 15, 2026; Open Season Industry Day on May 20, 2026; Open Season Round 1 from May 26 to July 30, 2026 (when vendors must submit technical data and pricing); Round 2 from August 31 to October 2, 2026; Round 3 from October 22 to November 12, 2026; and ordering opens December 14, 2026. All bidding and contract administration occurs through GSAFleet.gov's Bid Management module, where suppliers enter technical data, pricing, clarifications, conflicts, and shipment timing (not to exceed 500 days after receipt of order). New offerors must submit full RFP proposals and undergo evaluation for responsiveness, responsibility, and technical acceptability. Existing contractors can update pricing and specifications for awarded line items or propose new models. The GSA Supplier Sourcing and Catalog Branch provides support including market research, make/model evaluation, technical review, and warranty support. New vendors require GSA account creation via the Vendor Company Request Form and User Account Request Form, with active SAM.gov registration required.

Federal Vehicle Standards
New way to access Federal vehicle standards (Home screen)!
For vehicle suppliers interested in bidding on a standard item, the most efficient way to access and participate in the Federal vehicle standards process is by expressing interest early. This is best achieved by adding specific make and model combinations during the designated Federal Vehicle Standards commenting period. While it is possible to submit make/model information during the bidding phase, doing so during the comment collection period is highly recommended, as it allows GSA Engineering to review and pre-approve these combinations in advance.
GSAFleet.gov Bid Management Bid Management enables Vehicle Suppliers to offer products in response to a GSA Fleet issued solicitation.
Bid Management allows Vehicle Suppliers to identify how their products will adhere to, or satisfy, GSA Fleet Federal Vehicle Standards.
Bid Management Highlights GSA will no longer provide Vehicle Suppliers a bid template; instead, Vehicle Suppliers will now create bid within GSAFleet.gov Ability to copy data from one line item to another Current vendors can also import data from an existing contract or a previous bid, if applicable Ability to provide clarifications at the line item, equipment code and engine and fuel level Must enter technical exceptions within the system
Open Season Bids Enter bid data for all line items you wish to propose New Model Years New Makes/Models Newly released bid reports will allow vehicle suppliers to review their bids more efficiently prior to submission GSAFleet.gov>Reports>Bid reports
