About this file
This is a Sole Source Justification Memorandum from the Department of the Air Force's 14th Flying Training Wing (AETC) at Columbus Air Force Base, dated 18 August 2026. The memorandum documents the decision to award a sole-source contract directly to Smart Shooter Inc. for the SMASH 2000LE Fire Control System. The 14th Security Forces Squadron requested this acquisition to address an urgent Counter-Unmanned Systems (C-UxS) capability gap. The SMASH 2000LE is a fire-control system designed to attach to existing USAF M4 and M4A1 carbines and serves as an interim solution to provide rapid, man-portable targeting capability.
The justification for sole-source award rests on three primary factors: (1) the system's assisted aiming technology uses computerized sighting with real-time target tracking and ballistic calculations to ensure first-round accuracy; (2) proven operational effectiveness demonstrated through PACAF field testing at Schofield Barracks on 1 May 2024, which achieved 65% average accuracy across 10 courses of fire engaging multiple ground and aerial targets at various distances; and (3) standardization requirements across other operational bases including Maxwell AFB, Laughlin AFB, and Spangdahlem AFB. Additionally, a DAF FM 679 waiver request for USAFE-AFAFRICA confirms command-level standardization decision to fill a critical point defense shortfall. Procuring an alternative system would invalidate established doctrine and require developing new training and safety protocols, causing unacceptable delays. Contract inquiries should be directed to Contract Specialist SrA Holly Walters or Contracting Officer Nina M. Jones at the provided contact information.

MEMORANDUM FOR RECORD
FROM: 14 CONS/PKB
SUBJECT: Sole Source Justification Memorandum for Smart Shooter SMASH 2000LE Fire
Control System
1. This memorandum serves to document the decision and justification to award a sole-source contract directly to Smart Shooter Inc. This is a request from the 14th Security Forces Squadron for the acquisition of a SMASH 2000LE to use as a proprietary "one shot, one kill" fire control technology. The SMASH 2000 family of optics is a fire-control system, designed to equip onto existing USAF M4 and M4A1 carbines, intended to serve as an interim solution to address an urgent C-UxS capability gap.
2. HQ AETC/A4S requires the use of a rapid, man-portable C-UxS targeting solution. The SMASH 2000LE system is uniquely qualified to satisfy the acquisition requirements due to the distinct operational and technical capabilities listed below:
• Assisted Aiming Technology: The SMASH 2000LE features a computerized sight that tracks targets in real-time. The internal computer, aided by image processing, calculates the ballistic firing solution to ensure first round accuracy, and depresses the plunger to enable the operator to fire.
• Proven Operational Effectiveness: PACAF/A4SO conducted field testing at Schofield Barracks on 1 May 2024. PACAF/A4SO mirrored Joint C-sUAS University’s (JCU) SMASH 2000L (3000) test by suspending a balloon from a sUAS utilizing a steel cable.
The test itself consisted of engaging multiple ground targets and aerial targets utilizing multiple flight patterns at various distances. 10 different courses of fire were used, with an average accuracy of 65%. The conclusion noted that the SMASH 2000L provides an inexpensive, highly deployable, kinetic kill option as a last resort against the emergent sUAS threat, therefore, benefiting the Security Forces enterprise.
3. Market research indicated that other operational bases are using this exact product, such as Maxwell AFB in Alabama, Laughlin AFB in Texas, and Spangdahlem AFB in Germany. The DAF FM 679 waiver request for USAFE-AFAFRICA for this exact system confirms that a command-level decision has been made to standardize this capability to fill a "critical point defense shortfall." Procuring a different system would invalidate established doctrine and require developing entirely new training and safety protocols, causing unacceptable delays.
