About this file

This memorandum documents a justification and approval for a sole source award of a youth program services contract to The Ohio State University by the Department of Defense National Guard Bureau U.S. Property and Fiscal Officer for Ohio. The contract is for $210,000 over a three year base period and two one-year options and will provide 4H youth program services for children of Ohio Army National Guard service members from July 19, 2023 through July 18, 2026. As the land grant university for Ohio, The Ohio State University is the only entity able to partner with the National Guard Bureau and provide the required youth and family activities through its established relationship with the Ohio 4H program. A prior class justification and approval was executed in June 2022 to authorize future sole source awards of similar size and scope for these services.
