About this file
This document is a justification for a sole source contract award to The Ohio State University for youth and family outreach programs. The Ohio National Guard requires youth and family programs and curriculum to be provided by The Ohio State University from July 2022 through July 2023 for $69,100. As a land-grant university, only The Ohio State University and Central State University are able to receive funding from the National Guard Bureau for these types of youth programs. While Central State University has expressed interest in partnering, only The Ohio State University currently has an established partnership with the Ohio National Guard to provide the required services for fiscal year 2022.

FAR Part 6 Justification and Approval for Other than
Full and Open Competition
1. Contracting Activity: USPFO - Ohio
2. Description of Action: Yellow Ribbon and Family Support/ Family Programs and
Ohio Military Kids (OMK) requests a firm-fixed-price contract with The Ohio State
University (OSU). The Government projects award for July 2022. Fiscal year 2022 O&M funds will be used.
3. Description of Supplies/Services: OSU will provide Youth and Family Programs to support an environment for youth and teens to build new skills and positive relationships.
This is accomplished through various events with curriculum created and provided by
OSU. The Period of Performance is 19 July 2022-18 July 2023.
Total Value:$ 69,100.00
4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) and 6.302- 1(c), Only one responsible source and no other supplies or services will satisfy agency requirements, and brand name descriptions.
5. Reason for Authority Cited: There is a federal partnership in the form of a
Memorandum of Understanding (MOU) between the National Guard Bureau (NGB) and the U.S. Department of Agriculture (USDA). The USDA breaks down at the local level as
4-H. OMK is an entity of 4-H. The ONG is authorized to obligate funding from NGB for youth programs and contract with Land Grant Universities/ 4-H Extensions for the benefit of ONG OMK programs. 4-H is an entity of Cooperative Extensions of The Ohio
State University and Central State University. These two universities are the only two
Land Grant Universities in Ohio as of June 2022 according to the National Institute of
Food and Agriculture, an official website of the US Government. The Ohio National
Guard (ONG) has an active partnership with OSU and OMK. ONG and OMK are currently working toward establishing a relationship with Central State University.
However, Central State University is not yet partnered with ONG to enable courses for
FY22.
As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast
Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
Possible Sources for the Requirement:

Ohio Land Grant University
POC: Kirk Blair, 614-292-5937, State 4-H Program Leader

Ohio Land Grant University
POC: Prosper Doamekpor, 937-376-6099, 4-H Youth Development Program Leader
OMK is required to use NGB funding for Land Grant Universities only. (Supporting
Document in PCF / J&A Limited Source folder). If this contract award for OSU is not approved, the Ohio National Guard will be unable to hold FY22 OMK Youth Activities.
Competition may be possible between Central State University and ONG in the future only if ONG determines a partnership is possible. If other Universities in Ohio become
Land Grant Universities as determined by the USDA, there will be further opportunities for additional partnerships.
6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.
a. Effective Competition: Because this is a sole source action, effective competition is not applicable.
b. Subcontracting Competition: Subcontracting competition will be achieved through the outreach programs/ activities produced and provided by OSU.
7. Actions to Increase Competition: The ONG will actively work with Central State
University, and any newly approved Land Grant Universities in Ohio, to determine if partnerships can be made.
8. Market Research: Land Grant Universities in Ohio were researched on 08 June 2022.
OSU and Central State University were the only two Land Grant Universities in Ohio.
Both have active CAGE codes according to a search of SAM.gov on 08 June 2022. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-
71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI)
206.302-1(d}, a sources sought was posted to beta.SAM.gov on 09 June 2022 for seven days. Results will be uploaded to the PFC file.
9. Interested Sources: Preliminary technical information as to available sources, Land
Grant Universities in Ohio, has been reviewed. Only Central State University and OSU are technically acceptable in that they are the only USDA Land Grant Universities in
Ohio. Currently, OMK is working to establish communication and a partnership with
Central State for these programs and services as the 4-H Program Director at Central
State University has expressed interest in establishing this relationship. Currently, OSU is the only University that can perform the FY21 services.
