About this file

This is a Memorandum for Record documenting a sole-source justification for limiting competition at or below the Simplified Acquisition Threshold (SAT) for a federal contract action.

The Joint Armament Facility (JAF), 1st Special Warfare Training Group (SWTG) at Fort Bragg, North Carolina requires preventative maintenance and repair services for machinery in the JAF Machine Shop. The Mission and Installation Contracting Command – Fort Bragg (MICC-BR) is procuring these services as a follow-on to existing contract W91247-21-C-0063 through a fixed-price purchase order with Phillips Corporation – Federal Division (7390 Coca Cola Dr., Suite 200, Hanover, MD 21076). The contract base period runs from 30 September 2026 through 29 September 2027, with four 12-month option years and a 6-month extension under FAR 52.217-8 extending through 29 March 2032. Funding is from FY 2026 Operations & Maintenance, Army (OMA) accounts. The justification cites that Phillips Corporation is the sole and exclusive Federal Government distributor and service provider for the specific equipment requiring maintenance, including Haas MINIMILL, Haas ST-15Y, Chicago CPBG 29D API-Air Compressor, Haas CL-1, Maxiem 1515 30V Water Jet, and Wire-Electrical Discharge Machining (EDM) machines. Market research conducted in June 2026 under NAICS code 811310 revealed no suitable alternative contracts, and a sources sought notice posted to SAM.Gov on 16 June 2026 generated only one response from the incumbent. The Contracting Officer determined the sole-source award is in the best interest of the Government as the service is critical to JAF machinery maintenance and USASOC training and readiness. The justification was approved and digitally signed by Jessica Copare, Contracting Officer, on 11 August 2026.
