About this file
This is a Contracting Officer Determination on Restricting Competition for a brand-name only procurement under FAR Part 12.102(a). The 25th Infantry Division Public Affairs Office requires Canon brand audiovisual camera equipment totaling $37,017.00, to be procured via Purchase Order through the Army GSA portal using FY26 Operations & Maintenance, Army (OMA) funds.
The required equipment includes two EOS R5 MK II Mirrorless Cameras (part number 6536C002), two RF 70-200mm f/2.8 L IS USM Lenses (3792C002), two Night Vision Adapters for Canon Mirrorless Cameras with White Phosphor Image capability (917817), two Chargers for Canon LP-E19 batteries (1169C002), and twelve high-capacity lithium-ion batteries (010-12881-11). The Contracting Officer, MAJ Hyrum Wischmeier, determined that only Canon brand products are reasonably available because these specific items are necessary to ensure complete technical compatibility and interoperability with the PAO's existing standardized audiovisual infrastructure. Substituting alternative brands would introduce significant risk of incompatibility and disrupt time-sensitive media operations. Market research confirmed that Canon products are available through the Army GSA Enterprise and identified two small business vendors capable of supplying the brand-name items. The procurement is suitable for a 100% small business set-aside with an expectation of receiving adequate competition from at least two sources. No public synopsis is required as this will be a delivery order issued against an existing contract.

Contracting Officer Determination on Restricting Competition RFO FAR Part 12.102(a) Under SAT Only One Source Available
Program/Equipment: 25th ID PAO Camera Hardware
Authority: RFO FAR Part 12.102(a) Brand-Name Only
Amount: $37,017.00
Prepared by: Contract Specialist, CPT Mike Hernandez, miguel.hernandez131.mil@army.mil
Contracting Officer: MAJ Hyrum Wischmeier, hyrum.s.wischmeier.mil@army.mil
Technical and Requirements Representative: 25th ID Deputy Public Affairs Officer, CPT Ryan DeBooy, ryan.s.debooy.mil@army.mil
Determination: As the Contracting Officer, I determine that only one source is reasonably available for these specific brand-name items. The basis for this determination is that these specific products are necessary to ensure complete technical compatibility and interoperability with existing government-owned audiovisual systems.
1. Requiring Activity: 25th ID PAO

Basis for Contracting Officers Decision: To ensure uninterrupted mission support and operational continuity, the audiovisual equipment, software, and hardware listed below are designated specifically for use by the 25th ID Public Affairs Office (PAO).
These items must be fully compatible with the PAO’s existing audiovisual infrastructure, which has been carefully developed and standardized over time to meet the unique demands of military public affairs operations.
Substituting alternative brands would introduce significant risk of incompatibility, degrading performance, and potentially disrupt time-sensitive media operations.
Therefore, to maintain system integrity and mission readiness, the procurement of brand-specific items is not only justified, but also operationally essential.
Actions to Increase Competition: Based on the scope of the market research, this brand-name requirement is suitable for a 100% small business set-aside, and the U.S.
Government has a reasonable expectation of receiving adequate competition, with at least two sources anticipated to provide quotes in response to the solicitation.
Publicizing Contract Actions: The public display and synopsis requirements of FAR Part 5 do not apply to this action per the exemption at RFO Section 5.101(b)(1)(iv), as this will be a delivery order issued against an existing contract. The brand-name justification will be provided to the vendors solicited in accordance with the ordering procedures of the contract vehicle.
Market Research: Market research confirms that specifically Canon products are available through the Army GSA Enterprise. Additionally, the requiring activity identified two small business vendors within GSA capable of supplying the brand-name items listed in this document. The identified products listed fall within approved categories for Army GSA enterprise procurement.
Conclusion: I certify that this justification is accurate and complete to the best of my knowledge and belief. The decision to limit competition to a brand-name basis is not caused by a lack of planning. The nature of the acquisition requires ensuring full interoperability with existing standardized systems. I have determined that the costs to the government will be fair and reasonable, and appropriate market research has been conducted.
