About this file

This document contains a justification for a sole source acquisition and a related special notice of intent to issue a sole source purchase order. The McAlester Army Ammunition Plant requires 15 drums of propylene glycol heat transfer fluid from Keller-Heartt Oil LLC, the only authorized supplier, to maintain compatibility with its existing MPLF facility systems. Any other brand or third-party vendor's fluid could risk composition issues or system malfunctions. The justification provides market research details indicating Keller-Heartt Oil LLC as the sole supplier of the specified proprietary fluid. The related special notice states the Department of the Army Materiel Command Joint Munitions Command's intent to award a sole source purchase order to Keller-Heartt Oil LLC for the required heat transfer oil under other than full and open competition.
