C.1. STATEMENT OF WORK
BACKGROUND
The Department of State (DoS) requires contracting support to continue the MeterNet program. MeterNet is the Department’s smart metering system for domestic and overseas facilities. Originally built to accommodate industrial smart meters for automatically tracking energy consumption, MeterNet has grown to include power quality meters, power monitoring systems, and other facility data.
While MeterNet was developed in response to requirements based on the Energy Policy Act and executive orders, the program is also a platform to help the Department in data-informed decision-making. The program has a proven track record of aiding the Department in benchmarking facility performance and identifying measures to reduce energy consumption and costs, as well as extend equipment lifecycles, improve management of facility assets, and enhance management controls. The Greening Diplomacy Initiative (GDI) in the Office of Management Strategy and Solutions (M/SS) serves as the program office, in conjunction with stakeholders across the Department.
With the program infrastructure built, the Department requires support to continue innovation with smart metering – from equipment to dashboards. Contract services and equipment required include custom and pre-configured smart-meters and communications nodes, utility data analysis, and secure networking services.
SCOPE and OBJECTIVES
Overview: The Contractor shall supply the U.S. Department of State (DoS) the requested equipment and services required to operate, maintain, and expand its MeterNet platform for domestic and overseas facilities. The Contractor shall supply turnkey equipment packages; pre-configuration and post-installation engineering and programming labor; shipping; installation instructions and submittal drawings; web-based training for end-users; project and logistics management; ongoing energy analysis; and troubleshooting and repairing services for after-installation activities. Domestic and overseas procurement offices, along with other federal agencies, shall be able to directly order from the resulting contract the designated equipment and services required to add a new complete site, add sensors to an existing site, replace equipment, or integrate existing equipment into the MeterNet platform. Funding is provided on the Task Order level. The Contractor shall be responsible for supplying all requested equipment, materials, software, and services while meeting all security requirements stated in the resulting contract.
Objectives: The Contractor shall offer the opportunity to purchase metering products and services that enables the Department to fully operate and expand its existing MeterNet platform to DoS domestic and overseas offices. The product and services offered by the Contractor shall enable the Department to reduce operational costs by measuring and improving the performance of its world-wide facilities via secure smart-metering, sensors and derived analytics.
TASKS
Work Requirements: The Contractor shall provide the following products and services for use at domestic and overseas locations:
Equipment: As required by each unique site under the program, the Contractor will provide pre-wired, labeled, and pre-configured equipment, including communications panel; metering panel (MP); power quality meter; power meter; uninterruptible power supply (UPS); wiring; Current Transformer (CT); meter, power supply, and server enclosures; controllers; and other hardware. After installation, the Contractor must validate the data and provide a warranty letter. The Contractor shall work with the Program Office and other stakeholders to design and implement additional utility metering on the MeterNet platform, such as water, diesel, and gas.
