About this file

The document is a Statement of Work (SOW) for Meteorological Services at Blue Grass Army Depot (BGAD), dated 10 September 2025. The SOW outlines six primary tasks for providing meteorological services to support open detonation/open burn operations: (1) initial equipment installation and annual service, (2) oversight and maintenance of installed equipment, (3) automated and manual quality control of data and sensors, (4) IT support and data archival, (5) service add-ons, and (6) program manager oversight.

The related federal contract opportunity is a sole-source notice of intent to award a contract to Western Kentucky University for a base year with two option years. The contract will provide comprehensive meteorological services, including real-time environmental monitoring, field maintenance, quality control, secure data collection, product development, and data delivery. The government has determined that Western Kentucky University is the only source capable of providing these services cost-effectively and is the designated official source of climatological observations for Kentucky. The period of performance is 12 months from the award date, with potential extension through two additional option years.

SCOPE OF WORK

Meteorological Servies

10 September 2025

Tasks for this contract are to provide permit required meteorological services to authorize open detonation/open burn operations.

Task 1 – Initial Install of Equipment and Annual Service This Task 1 shall include Contractor efforts to install requisite sensors on existing MET towers to provide wind speed, wind direction, WBG temperature among other environmental data to support OB/OD operations. Annual service provides 2 technicians per site visit for an average of 3-5 site visits per year. Equipment will be rotated out as needed for calibration and/or as sensor models become obsolete.

Deliverables

· Equipment installation

· Site visits as needed

Task 2 – Oversight and Maintenance of Installed Equipment

The contractor shall provide long-term oversight of sensor calibrations, repairs, and replacement. The manager shall ensure all sensors are in proper working order and calibrated. The Manager works with sensor vendors to repair or replace failed equipment. Sensors are calibrated on a set rotation schedule, unique to each sensor type. As sensors become obsolete, new sensors are integrated into the network after thorough network testing and evaluation. The Calibration Manager also oversees site datalogger programming, ensuring raw sampling and product creation are correct.

Deliverables

· Meeting updates with BGAD to discuss tower operation and issues as needed

Task 3 – Automated and Manual Quality Control of Data and Sensors

Contractor QC Team provides oversight of all data, ensuring any issues are identified and resolved quickly. A suite of automated QC algorithms reviews data 24/7 and aids manual oversight in identifying issues quickly. New QC tools are under continual development. QC oversight ensures fast response times by the Field Technician staff, thereby minimizing data gaps and system down times.

Deliverables

· Routine updates with BGAD

Task 4 – IT Support and Data Archival Contractor shall ensure IT support of data communication, archival, and dissemination. In addition, the contractor shall develop and maintain a secure, web-based display for accessing real-time and historical (archived) data. Contractor IT staff shall oversee all network communications and web displays. IT staff will ensure network security and 95%+ uptime, as well as designing and maintaining easy web access to BGAD tower data. Data will be archived in the Cloud.

Deliverables

· Archived data as requested for historical reporting and permit renewal

Task 5 – Service Add-Ons Contractor shall create value-added products, such as wet bulb temperature, dew point, heat index, and wind chill, as needed. IT staff, in collaboration with contractor scientists, shall develop and maintain value-added products, such as wet bulb temperature, as needed by BGAD.

Deliverables

· Add-on products as describes

Task 6 – Program Manger Oversight Contractor Program Manager shall act as a point of contact for BGAD. The Program Manager will coordinate all communications with BGAD, including scheduling site visits and permitting, data requests, and network outages. The Program Manager will also oversee staffing, system inventory, and IT functionality.
